Venio Piero Quinque (born 1969 in Hamburg) is a German senior federal official, lawyer, communication scientist, and public administration executive. He currently serves as Head of Department 6 – Climate Protection in Buildings, Energy Information Center, and Adjustment Assistance at the Federal Office for Economic Affairs and Export Control (BAFA) in Germany.[1]

Education and Early Career

Quinque began his professional career in journalism immediately after completing his Abitur in 1989. During the political transformation in East Germany and shortly after German reunification, he worked as a reporter, culture editor, and later as a correspondent for major German publishing houses, including Gruner + Jahr, reporting from the former East German states.

He studied law (LL.B., LL.M.) as well as journalism and communication studies (M.A.) at the University of Hamburg. He later completed the prestigious European executive master's program Master of European Governance and Administration (MEGA), jointly organized by the École Nationale d’Administration (ENA), Université Paris 1 Panthéon-Sorbonne, Humboldt University of Berlin, University of Potsdam, and the German University of Administrative Sciences Speyer.

Professional Career

Quinque has held leadership positions in the senior civil service for many years. In March 2025, he was appointed Department President at BAFA, having already led Department 6 there as Director since January 2024. In this role, he is responsible for multi-billion-euro climate protection programs in the building sector, as well as digital transformation and modernization initiatives within the agency.[1]

From June 2020 to January 2024, Quinque served as Secretary General of the National Citizens' Oversight Body (Nationales Begleitgremium, NBG), which coordinates public dialogue during the search for a permanent repository for high-level radioactive waste in Germany.[2]

Previously, he was Head of Corporate Communications at the Federal Institute for Materials Research and Testing (BAM), and from 2006 to 2016 the founding Managing Director of TU9 – German Universities of Technology, where he established TU9 as a nationally and internationally recognized brand in science and innovation policy.

Publications and Contributions

Quinque has authored numerous articles on strategic communication, science and government communication, and participatory governance. He has also contributed to the field of investigative journalism, focusing on government transparency, political accountability, and the role of media in democratic societies.[3]

Memberships and Engagement

Quinque served as a member of the Research & Technology Advisory Board of Deutsche Messe AG, which oversees strategic development for the Hannover Messe, one of the world’s leading industrial technology trade fairs.[4]
