History

The ministry was set up as the Department of Sports at the time of organisation of 1982 Asian Games New Delhi. Its name was changed to the Department of Youth Affairs & Sports during celebration of the International Youth Year, 1985. It became a separate Ministry on 27 May 2000. Subsequently, In 2008, the ministry has been bifurcated into Department of Youth Affairs and Department of Sports under two separate Secretaries.{{cite web | title = Introduction | publisher = Ministry of Youth Affairs and Sports | url = http://yas.nic.in/en/yas2/introduction | access-date = 2014-08-13 | archive-url = https://web.archive.org/web/20140814052056/http://yas.nic.in/en/yas2/introduction | archive-date = 14 August 2014 | url-status = dead }}

Department of Youth Affairs

Unlike the sports department, many of the functions of the department are related to other ministries, like Ministry of Education, Employment & Training, Health and Family Welfare thus it functions largely as a facilitator for youth building.

=Definition of Youth=

The United Nations defines "Youth" as 15–24 years{{cite web | title = Youth | publisher = UNESCO | url = http://www.unesco.org/new/en/social-and-human-sciences/themes/youth/ | access-date = 2014-08-13 | archive-url = https://web.archive.org/web/20130720071634/http://www.unesco.org/new/en/social-and-human-sciences/themes/youth/ | archive-date = 20 July 2013 | url-status = live }} and in the Commonwealth, it is 15–29 years. In order to use a definition more in line with these international standards, the Draft NYP 2012 changes the definition from 13 to 35 years to 16–30 years.{{cite web| title = Draft National Youth Policy 2012 seeks a shift in youth age bracket| publisher = Indian Express| url = http://archive.indianexpress.com/news/draft-national-youth-policy-2012-seeks-a-shift-in-youth-age-bracket/1073409/0| author = Prasad Joshi| date = 13 February 2013| access-date = 2014-08-13| archive-url = https://archive.today/20140813084501/http://archive.indianexpress.com/news/draft-national-youth-policy-2012-seeks-a-shift-in-youth-age-bracket/1073409/0| archive-date = 13 August 2014| url-status = live}} The draft NYP 2012 plans to divide the age bracket of 16–30 years into three groups.{{cite web|title=Draft policy redefines 16-30 age group as youth|url=http://www.deccanherald.com/content/253648/draft-policy-redefines-16-30.html|publisher=Deccan Herald|date=31 May 2012|access-date=2014-08-13|archive-url=https://web.archive.org/web/20140714164842/http://www.deccanherald.com/content/253648/draft-policy-redefines-16-30.html|archive-date=14 July 2014|url-status=live}}
