In the first synthesis of impure cinnoline, where does the 2nd N atom come from when the alkyne is cyclized in water?

Properties
"The free base can be obtained as an oil by treatment of the hydrochloride with base" - nothing special. No need to mention this, as that is the same with salts of ALL weak bases, provided, they are liquid at room temperature; cinnoline is NOT.
