Banknote specification

I wonder why any central banker would provide the [http://www.centralbank.gov.af/pdf/Banknotes%20Specifications%20and%20Images.pdf PDF of banknote images] on the bank's website, even though it is [http://www.centralbank.gov.af/pdf/bank_announcment1.pdf seeking a banknote printer].
