Function details:

1. Remove redundant image names from portal flags, and box up portals - also replace obsolete "portalpar" with portal as we go
   Given that 1 has happened;
2. Fix some incorrect caps in headers
3. Replace some infobox redirects with their targets
4. Also fix up any maintenance tags at the same time
5. Other minor fixes

This will pave the way for merging {{Tl|Portal}} and {{Tl|Portal box}}, and for providing a simpler way to use them, as well as moving on with a simpler cleaner implementation. Rich Farmbrough, 16:41, 26 May 2010 (UTC).
