Municipal elections in California, including Mayor of Los Angeles, are officially nonpartisan; candidates' party affiliations do not appear on the ballot.{{cite web|url=https://my.lwv.org/sites/default/files/leagues/los-angeles/structureofacity.pdf|title=LOS ANGELES: STRUCTURE OF A CITY GOVERNMENT|website=League of Women Voters}}

Election

With the retirement of incumbent George Alexander, the seat was now open. Los Angeles City Attorney John W. Shenk, previous election candidate Job Harriman, and police judge Henry H. Rose ran in the primary. Shenk, Good Government Organization politician, was nominated and endorsed by the Municipal Conference while Harriman was again nominated by the Socialist Party.{{cite web|url=https://cdnc.ucr.edu/?a=d&d=SDU19130403.2.7&e=-------en--20--1--txt-txIN--------|title=SHENK IS NOMINATED FOR MAYOR IN LOS ANGELES|date=April 3, 1913|website=The Sacramento Union}} In the primary election, Harriman was eliminated when Independent politician Henry H. Rose led him by a small margin, meaning he would face Shenk in the general election.{{cite web|url=https://cdnc.ucr.edu/?a=d&d=HJD19130507.2.10&srpos=27&e=-------en--20--1--txt-txIN--------|title=Job Harriman Is Eliminated By Associated Press|date= May 7, 1913|website=Hanford Journal}}{{cite web|url=https://cdnc.ucr.edu/?a=d&d=LAH19130521.2.64&srpos=34&e=-------en--20--1--txt-txIN--------|title=CLAIM 11,001 VOTES LINED OP FOR SHENK Municipal Conference Will Continue Spirited Campaign Until Election Day|date= May 21, 1913|website=Los Angeles Herald}}

In the runoff, many African-American newspapers urged the election of Rose due to Shenk's decision against C. W. Holden that caused discrimination against African-Americans.{{Cite news|title=Shenk for Mayor?
