The shoulders are to be used by pedestrians and cyclists, and if necessary by meeting vehicles.{{Cite web|url=https://www.trafikverket.se/om-oss/nyheter/Lansvisa-nyheter/Skane/2016-062/nu-ar-bygdevagarna-klara/|title=Nu är Bygdevägarna klara!|date=2016-12-01|website=Trafikverket|language=Swedish|archive-url=https://web.archive.org/web/20170822141821/http://www.trafikverket.se/om-oss/nyheter/Lansvisa-nyheter/Skane/2016-062/nu-ar-bygdevagarna-klara/|archive-date=2017-08-22|access-date=2018-12-20}} The purpose of the road is to give more space to pedestrians and cyclists and thereby avoid constructing new dedicated pedestrian and bicycle paths, especially in areas where new constructions are to be avoided or not possible.{{Cite web|url=http://www.vejdirektoratet.dk/DA/om-os/nyheder-og-presse/pressemeddelelser/Sider/Er-du-klar-til-at-m%C3%B8de-en-2-minus-1-vej.aspx|title=Er du klar til at møde en 2 minus 1 vej?|authorlink=Vejdirektoratet|date=2016-06-29|website=Vejdirektoratet|language=Danish|trans-title=Are you ready to meet a 2 minus 1 road?|archive-url=https://web.archive.org/web/20181220232444/http://www.vejdirektoratet.dk/DA/om-os/nyheder-og-presse/pressemeddelelser/Sider/Er-du-klar-til-at-m%C3%B8de-en-2-minus-1-vej.aspx|archive-date=2018-12-20|url-status=live|access-date=2018-12-20}}

The road-type is popular in Denmark where a third of all municipalities have at least one stretch of this type of road. Together with other traffic calming measures these roads have lowered traffic accidents with about 25%.{{Cite web|url=https://www.trafikverket.se/contentassets/8e4a8fc11e144dfba37556b63a6d5275/bygdevag_skane_infoblad_allman.pdf|title=Bygdeväg – en ny vägtyp prövas i Sverige|authorlink=Swedish Transport Administration|author=Trafikverket|language=Swedish|trans-title=2-1 – A new road type is being tested in Sweden|archive-url=https://web.archive.org/web/20170822141848/http://www.trafikverket.se/contentassets/8e4a8fc11e144dfba37556b63a6d5275/bygdevag_skane_infoblad_allman.pdf |archive-date=2017-08-22 |url-status=live |access-date=2018-12-21}} Sweden started building this type of road in 2006 and is there called "bymiljöväg", or in English "village environment road", as it often goes through and between different dispersed settlements.{{Cite web|url=https://sverigesradio.se/sida/artikel.aspx?programid=161&artikel=916881|title=Bonäs först i Sverige med "by-miljö-väg"|date=2006-08-15|website=Sveriges Radio|language=sv|trans-title=Bonäs first in Sweden with "village-environment-road"|archive-url=https://web.archive.org/web/20170731191612/http://sverigesradio.se/sida/artikel.aspx?programid=161&artikel=916881|archive-date=2017-07-31|url-status=live|access-date=2018-12-21}} There the roads have been met by critique from both residents and the police as they believe it will lead to more accidents.{{Cite web|url=https://www.hd.se/2016-05-22/de-rads-allvarliga-olyckor-pa-billiga-cykelvagar|title=De räds allvarliga olyckor på billiga cykelvägar|last=Carlsson|first=Kenneth|date=2016-05-22|website=Helsingborgs Dagblad|location=Helsingborg|language=Swedish|trans-title=They fear serious accidents on cheap bike paths|archive-url=https://web.archive.org/web/20170729180535/https://www.hd.se/2016-05-22/de-rads-allvarliga-olyckor-pa-billiga-cykelvagar|archive-date=2017-07-29|url-status=live|access-date=2018-12-21}} Drivers' behavior have also been criticized.{{Cite web|url=https://www.hd.se/2017-07-28/fortsatt-for-hoga-hastigheter-pa-bygdevagarna-da-tar-manga-bilen-istallet-for-cykeln|title=Fortsatt för höga hastigheter på bygdevägarna – "då tar många bilen istället för cykeln"|last=Bowers|first=Isaak|date=2017-07-28|website=Helsingborgs Dagblad|language=Swedish|trans-title=Continued high speeds on 2-1 roads - "many takes car instead of bicycle"|archive-url=https://web.archive.org/web/20170729213314/https://www.hd.se/2017-07-28/fortsatt-for-hoga-hastigheter-pa-bygdevagarna-da-tar-manga-bilen-istallet-for-cykeln|archive-date=2017-07-29|url-status=live|access-date=2018-12-21}}
