Presidential elections were held in Serbia on 16 November 2003,{{cite web|url=https://www.electionguide.org/elections/id/1908/|title=Republic of Serbia: Election for Serbian Presidency|website=IFES Election Guide}} a month before the December 2003 parliamentary election.Dieter Nohlen & Philip Stöver (2010) Elections in Europe: A data handbook, p1715 {{ISBN|978-3-8329-5609-7}} Although Tomislav Nikolić of the Serbian Radical Party received the most votes, the elections were invalidated as voter turnout was just 39%, less than the 50% threshold required by electoral law. As a result, fresh elections were held in June 2004.
