The 2009 Andhra Pradesh Legislative Assembly election took place in April 2009, concurrently with the 2009 Indian general election. The elections were held in the state in the first phase on 16 April 2009 and the second phase on 23 April 2009. The results were declared on 16 May 2009 The incumbent Indian National Congress retained power in the United Andhra Pradesh State Assembly lower house, though with a reduced majority. The Congress Legislature party re-elected incumbent Chief minister Y. S. Rajasekhara Reddy as its leader thus re-nominating him to the post.

Previous Assembly

In the 2004 Andhra Pradesh Assembly election, Congress had swept the state, winning 185 of the 294 seats in the Assembly. The Congress' pre-poll alliance partners, Telangana Rashtra Samithi (TRS) and Left parties also did well, winning 15 and 26 seats respectively, taking the United Progressive Alliance (UPA) tally to 226.{{cite news|url=http://www.hindu.com/2004/05/12/stories/2004051208130100.htm|archive-url=https://web.archive.org/web/20040604120801/http://www.hindu.com/2004/05/12/stories/2004051208130100.htm|url-status=dead|archive-date=4 June 2004|title=Congress storms back to power in Andhra Pradesh|last=Kumar|first=S. As expected, the Government lasted the full term of 5 years and the tenure of the Legislative Assembly was due to expire on 30 May 2009. The Election Commission of India (ECI) decided to hold the Assembly elections along with the general election. The election in each Assembly constituency (AC) was held in the same phase as the election to the corresponding Parliamentary constituency that the AC falls under.{{cite web|url=http://eci.nic.in/press/current/pn020309.pdf |title=General Elections to Lok Sabha and State Legislative Assemblies of Andhra Pradesh, Orissa and Sikkim |date=2 March 2009 |publisher=Election Commission of India |access-date=2009-10-07 |archive-url=https://web.archive.org/web/20090925131002/http://eci.nic.in/press/current/pn020309.pdf |archive-date=25 September 2009 |url-status=dead }}

Background

After the 2008 Lok Sabha vote of confidence, the Left Front withdrew support to the Congress in the state as well. Telugu Desam Party (TDP) and TRS then joined the Left parties as part of the national Third Front. In Andhra Pradesh, this alliance called themselves the Maha Kutami or "Grand Alliance" against what they called the "corrupt Congress" and "communal BJP".{{cite news|url=http://www.hindu.com/2009/02/04/stories/2009020460390600.htm|archive-url=https://web.archive.org/web/20090207051202/http://hindu.com/2009/02/04/stories/2009020460390600.htm|url-status=dead|archive-date=7 February 2009|title=Grand alliance a morale booster: CPI|date=4 February 2009|work=The Hindu|access-date=2009-10-14}}{{Cite web |title=Incompatible allies |url=https://www.indiatoday.in/magazine/states/story/20090413-incompatible-allies-739397-2009-04-02 |access-date=2023-12-18 |website=India Today |language=en}}

However, after the elections in Andhra Pradesh were completed, but before the counting of votes, TRS switched allegiance to the NDA and subsequently denied the fact that it joined NDA and clarified that they only extended the support.{{cite news|url=http://www.hindu.com/2009/05/11/stories/2009051157250100.htm|archive-url=https://web.archive.org/web/20090513054801/http://www.hindu.com/2009/05/11/stories/2009051157250100.htm|url-status=dead|archive-date=13 May 2009|title=TRS joins NDA|last=Pandher|first=Sarabjit|date=11 May 2009|work=The Hindu|access-date=2009-10-14}}{{Cite web |title=TRS denies joining NDA |url=https://www.indiatoday.in/election-news/story/trs-denies-joining-nda-47196-2009-05-10 |access-date=2023-03-12 |website=India Today |date=11 May 2009 |language=en |archive-date=23 September 2023 |archive-url=https://web.archive.org/web/20230923191923/https://www.indiatoday.in/election-news/story/trs-denies-joining-nda-47196-2009-05-10 |url-status=live }}

Government formation

Despite losing their alliance partner after voting and fighting anti-incumbency in the state, Congress managed to get the majority in the 294-member Assembly with 157 seats. Analysis of the results showed that the split of the anti-Congress votes between the Maha Kutami and actor-turned-politician Chiranjeevi's newly formed Praja Rajyam Party (PRP) helped increase the Congress overall seat count.{{cite news|url=http://www.livemint.com/2009/05/17002850/Rajasekhara-Reddy-credits-his.html|title=Rajasekhara Reddy credits his party's success to Singh, Gandhi|last=Sukumar|first=C.R. |date=17 May 2009|publisher=Livemint|access-date=2009-10-07}}
