The 2011–12 Liga II was the 72nd season of the Liga II, the second tier of the Romanian football league system. The league structure had two series of 16 teams each. The first two teams in each series were promoted and the last three in each series were relegated. The season began on August 20.
Teams
Three of the five relegated teams from the previous Liga I season, Timișoara, Gloria Bistrița and Unirea Urziceni, did not apply for a Liga II license. The latter club was dissolved, while the first two appealed the relegation decision at the Court of Arbitration for Sport and did not to apply for Liga II licenses. Previously they were denied Liga I licenses for the 2011–12 season and were relegated, despite finishing on non-relegating spots. Their cases were dismissed by the CAS on July 18.{{cite web|url=http://www.tas-cas.org/en/infogenerales.asp/4-3-4984-1092-4-1-1/5-0-1092-15-1-1/|title=The CAS dismisses the appeals filed by FC Timișoara SA, CS FC Bihor Oradea & "Club Fotbal Gloria 22"|publisher=TAS-CAS|date=18 July 2011}} (See 2011–12 Liga I licensing controversies.) On July 8, the executive committee of the FRF decided to accept Timișoara and Gloria Bistrița in this season of Liga II despite not requesting a license, arguing the decision as taken in consideration for their respective cities and supporters.{{cite web|title=Decisions of the Executive Committee|url=http://frf.ro/sectiune/stiri/articol/hotarari-ale-comitetului-executiv-al-frf|publisher=FRF|language=Romanian|date=July 8, 2011|access-date=July 8, 2011|archive-url=https://web.archive.org/web/20110710000206/http://www.frf.ro/sectiune/stiri/articol/hotarari-ale-comitetului-executiv-al-frf|archive-date=2011-07-10|url-status=dead}} Also relegated from the first division, Universitatea Craiova was temporary excluded by FRF from all internal competitions.{{cite web|title=Decisions of the Executive Committee of FRF |url=http://www.frf.ro/sectiune/stiri/articol/hotarari-ale-comitetului-executiv-al-frf-0 |publisher=FRF |language=Romanian |date=July 20, 2011 |access-date=July 25, 2011 |url-status=dead |archive-url=https://web.archive.org/web/20131211073729/http://www.frf.ro/sectiune/stiri/articol/hotarari-ale-comitetului-executiv-al-frf-0 |archive-date=December 11, 2013 }} Juventus București were spared from relegation instead.{{cite web|title=Hagi, clear for Liga I: Who are the rivals?|url=http://liga2.prosport.ro/special/hagi-liber-spre-liga-i-cine-sunt-rivalii-8511924|publisher=Liga 2|language=Romanian|date=July 21, 2011|access-date=July 25, 2011}} Additionally, Timișoara would not have the right to promote, falling the three-year rule of the Financial Fair Play Regulations.{{cite web|title=CAS upholds three-year rule decision on Timișoara|url=https://www.uefa.com/news-media/news/01f3-0ea28df45676-0649ff655843-1000--cas-upholds-three-year-rule-decision-on-timisoara/|publisher=UEFA|date=July 21, 2011|access-date=July 26, 2011}}{{cite web|title=Universitatea Craiova and Timișoara have lost their rights to promote|url=http://liga2.prosport.ro/special/universitatea-craiova-si-fc-timisoara-au-pierdut-si-dreptul-de-promovare-8307327|publisher=Liga 2|language=Romanian|date=June 2, 2011|access-date=June 2, 2011}}{{cite web|title=Timișoara gets another hard kick|url=http://liga2.prosport.ro/seria-2/timisoara-primeste-o-noua-lovitura-grea-din-sezonul-2012-2013-in-liga-3-8515869?cp=7|publisher=Liga 2|language=Romanian|date=July 21, 2011|access-date=July 26, 2011}}
