Prior to National Signing Day, four high school players that graduated early and received scholarship offers to play football at North Carolina enrolled for the spring semester, allowing them to participate in spring practice. These included: quarterback Mitch Trubisky, wide receiver Jordan Fieulleteau, running back Kris Francis, and offensive tackle R. J. Prince. On February 6, 2013 thirteen additional players signed their National Letter of Intent to play at North Carolina that completed the 2013 recruiting class. Based on the March 2012 sanctions from the NCAA, North Carolina could only sign a maximum of 20 players per year for the next two years versus the regular limit of 25.{{cite news|title=NCAA Hits UNC football Hard for Violations|first=Andrew|last=Carter|url=http://www.charlotteobserver.com/2012/03/12/3093085/uncs-thorp-ncaa-penalties-painful.html|newspaper=The Charlotte Observer|date=March 12, 2012|access-date=February 11, 2013|archive-url=https://archive.today/20130407220035/http://www.charlotteobserver.com/2012/03/12/3093085/uncs-thorp-ncaa-penalties-painful.html|archive-date=April 7, 2013|url-status=dead|df=mdy-all}}{{cite news |title=University of North Carolina, Chapel Hill Public Infractions Report|url=http://www.wralsportsfan.com/asset/colleges/unc/2012/03/12/10846552/CompleteReport.PDF|publisher=National Collegiate Athletic Association|date=March 12, 2012|access-date=August 20, 2013}}
