Five teams (Australia, New Zealand, England, Papua New Guinea, and Canada) qualified automatically for the World Cup.
A round-robin tournament featuring the {{rlnt|wCOK}}, {{rlnt|wFJI}}, {{rlnt|wWSM}}, and {{rlnt|wTON}} was scheduled to have been held at St Marys, New South Wales, Australia, to determine the sixth and final team:{{cite web|date=12 October 2016|title=Women's World Cup Qualifier|url=https://asiapacificrl.com/2016/10/12/womens-world-cup-qualifier/|website=asiapacificrl.com|access-date=9 December 2021}} however, {{rlnt|wFJI}}, {{rlnt|wWSM}}, and {{rlnt|wTON}} all withdrew at short notice due to various logistical issues. Therefore, the tournament was scratched, and the {{rlnt|wCOK}} qualified automatically.{{cite web|last=Mascord|first=Steve|date=16 October 2016|title=The 2017 women's rugby league World Cup farcical 'qualifying tournament'|url=https://www.smh.com.au/sport/nrl/the-2017-womens-rugby-league-world-cup-farcical-qualifying-tournament-20161016-gs3a8f.html|url-access=limited|work=Sydney Morning Herald|access-date=9 December 2021}}
