The 2018 Fed Cup was the 56th edition of the most important tournament between national teams in women's tennis. The 2018 Fed Cup was expected to feature some structural changes, including a 16-team World Group and the introduction of a Final Four event at a neutral, predetermined location.{{cite news|url=http://www.fedcup.com/en/news/242986.aspx|title=ITF launches next phase of international team competition strategy|work=FedCup.com|date=2016-09-21|access-date=2018-02-04}} However, the ITF announced shortly before their annual meeting that they were tabling a vote on the changes for at least one year.{{Cite web|url=http://www.itftennis.com/news/265897.aspx|title=ITF finalises agenda on Davis Cup and Fed Cup reforms|website=ITFTennis.com|date=2017-07-20|access-date=2018-02-04|archive-date=2018-07-24|archive-url=https://web.archive.org/web/20180724183539/https://www.itftennis.com/news/265897.aspx|url-status=dead}}
In one of the biggest shocks in the tournament history, Russia was demoted to the Zonal Groups for the first time in two decades, after consecutive losses to Slovakia and Latvia.{{Cite web|url=https://www.fedcup.com/en/news/283712.aspx|title=Fed Cup - Ostapenko and Sevastova guide Latvia into World Group II|website=www.fedcup.com|access-date=2018-04-22}}
