General elections were held in Argentina on 22 October 2023 to elect the president, vice president, members of the National Congress, and the governors of most provinces. As no presidential candidate won a majority in the first round, a runoff was held on 19 November, in which Buenos Aires Deputy Javier Milei defeated Economy Minister Sergio Massa by 55.65% of votes, to become President of Argentina.{{Cite news|last1=Phillips|first1=Tom |last2=Salomon |first2=Josefina |last3=Iglesia |first3=Facundo |date=19 November 2023 |title=Argentina presidential election: far-right libertarian Javier Milei wins after rival concedes |work=The Guardian|url=https://www.theguardian.com/world/2023/nov/20/argentina-presidential-election-far-right-libertarian-javier-milei-wins-after-rival-concedes |url-status=live |access-date=19 November 2023 |archive-url=https://web.archive.org/web/20231119233050/https://www.theguardian.com/world/2023/nov/20/argentina-presidential-election-far-right-libertarian-javier-milei-wins-after-rival-concedes |archive-date=19 November 2023}} Incumbent president Alberto Fernández and incumbent vice president and former president Cristina Fernández de Kirchner, despite both being eligible for a second, consecutive term, did not seek re-election.{{cite news|url=https://www.infobae.com/politica/2023/04/21/alberto-fernandez-no-sera-candidato-a-la-reeleccion/|title=El presidente Alberto Fernández bajó su candidatura y no irá por la reelección|trans-title=Alberto Fernández drops out of re-election, and will not be a candidate for president|language=Spanish|last=Struminger|first=Brenda|date=21 April 2023|website=Infobae|accessdate=21 April 2023|archive-date=21 April 2023|archive-url=https://web.archive.org/web/20230421134148/https://www.infobae.com/politica/2023/04/21/alberto-fernandez-no-sera-candidato-a-la-reeleccion/|url-status=live}}{{cite news|url=https://www.pagina12.com.ar/505329-cristina-kirchner-no-voy-a-ser-candidata-a-nada-mi-nombre-no|title=Cristina Kirchner: "No voy a ser candidata a nada, mi nombre no va a estar en ninguna boleta". Advancing to the runoff, Massa of the ruling centre-left Union for the Homeland unexpectedly came in first place, winning 36% of the vote, against Milei of the right-wing Liberty Advances, who came in second place, with 30% of the vote. Massa's victory in the first round was seen as an upset because of the severe inflation that took place during Massa's tenure as economy minister, as well as Milei's lead in polls up to that point.{{cite news |date=23 October 2023 |title=Argentina presidential election: Javier Milei and Sergio Massa head for run-off vote |website=BBC |url=https://www.bbc.com/news/world-latin-america-67190494 |url-status=live |accessdate=23 October 2023 |archive-url=https://web.archive.org/web/20231023021115/https://www.bbc.com/news/world-latin-america-67190494 |archive-date=23 October 2023}} In the runoff Milei defeated Massa with 56% of the vote, the highest percentage of the vote since Argentina's transition to democracy. Milei received over 14 million votes, which was the highest ever vote total in Argentina's history. In a surprise reversal of the first round, Milei outperformed polls, which had been predicting a much closer race. Massa conceded defeat shortly before the official results were published.{{Cite web |date=19 November 2023 |title=Balotaje 2023, en vivo: los resultados y las noticias minuto a minuto de las elecciones |url=https://www.lanacion.com.ar/politica/balotaje-2023-en-argentina-en-vivo-nid18112023/ |access-date=19 November 2023 |website=LA NACION |language=es |archive-date=19 November 2023 |archive-url=https://web.archive.org/web/20231119085250/https://www.lanacion.com.ar/politica/balotaje-2023-en-argentina-en-vivo-nid18112023/ |url-status=live }}{{cite news|url=https://www.infobae.com/politica/2023/11/19/sergio-massa-reconocio-la-derrota-y-javier-milei-sera-el-proximo-presidente-de-la-argentina/|title=Contundente triunfo de Javier Milei: será el próximo presidente de la Argentina|language=Spanish|last=Tagliabúe|first=Leonardo|date=19 November 2023|website=Infobae|accessdate=19 November 2023|archive-date=20 November 2023|archive-url=https://web.archive.org/web/20231120001825/https://www.infobae.com/politica/2023/11/19/sergio-massa-reconocio-la-derrota-y-javier-milei-sera-el-proximo-presidente-de-la-argentina/|url-status=live}} Milei was inaugurated on 10 December.{{cite news|url=https://www.eltribuno.com/salta/nota/2023-12-10-14-9-0-milei-llego-a-casa-rosada-de-la-mano-de-su-hermana-karina-y-acompanado-por-una-multitud|title=Milei llegó a Casa Rosada de la mano de su hermana Karina y acompañado por una multitud|publisher=El Tribuno|date=10 December 2023|accessdate=10 December 2023|archive-date=10 December 2023|archive-url=https://web.archive.org/web/20231210181629/https://www.eltribuno.com/salta/nota/2023-12-10-14-9-0-milei-llego-a-casa-rosada-de-la-mano-de-su-hermana-karina-y-acompanado-por-una-multitud|url-status=live}}{{Cite web|title=Argentina's opposition wins legislative polls ahead of 2023 election|url=http://www.efe.com/efe/english/portada/argentina-s-opposition-wins-legislative-polls-ahead-of-2023-election/50000260-4675822|access-date=12 February 2022|website=www.efe.com|language=en|archive-date=12 February 2022|archive-url=https://web.archive.org/web/20220212153742/https://www.efe.com/efe/english/portada/argentina-s-opposition-wins-legislative-polls-ahead-of-2023-election/50000260-4675822|url-status=live}}{{cite news|url=https://www.cnn.com/2023/12/10/americas/javier-milei-argentina-president-oath-intl/index.html|title=Javier Milei hails 'new era' as right-wing outsider is sworn in as Argentina's new president|first1=Michael|last1=Bodenhorst|first2=Karol|last2=Suarez|publisher=CNN|date=10 December 2023|accessdate=10 December 2023|archive-date=10 December 2023|archive-url=https://web.archive.org/web/20231210170130/https://www.cnn.com/2023/12/10/americas/javier-milei-argentina-president-oath-intl/index.html|url-status=live}}

Background
{{Main|Presidency of Alberto Fernández}}
In the 2019 general election, the Peronist, left-wing Frente de Todos ticket of Alberto Fernández, former Cabinet Chief, and Cristina Fernández de Kirchner, National Senator and former president, defeated the center-right Juntos por el Cambio ticket of incumbent president Mauricio Macri and conservative Peronist National Senator Miguel Ángel Pichetto, exceeding the threshold to win the presidency in a single round. Macri became the first incumbent president in Argentine history to be defeated for reelection.{{cite web|url=https://www.infobae.com/opinion/2019/10/28/perdio-macri/|title=Perdió Macri|last=Tereschuk|first=Nicolás|date=28 October 2019|work=Infobae|language=es|access-date=26 June 2023|archive-date=26 June 2023|archive-url=https://web.archive.org/web/20230626190834/https://www.infobae.com/opinion/2019/10/28/perdio-macri/|url-status=live}}

Electoral system
=President=
The election of the president is conducted under the ballotage system, a modified version of the two-round system. A candidate can win the presidency in a single round by either winning over 45% of the vote or if they win 40% of the vote while finishing more than 10 percentage points ahead of the second-place candidate. If no candidate meets either threshold, a runoff takes place between the top two candidates.{{cite web|url= https://www.theguardian.com/world/2015/oct/23/argentina-elections-2015-a-guide-to-the-parties-polls-and-electoral-system|title= Argentina elections 2015: a guide to the parties, polls and electoral system|author= David Hodari|date= 23 October 2015|work= The Guardian|access-date= 3 November 2015|archive-date= 8 November 2020|archive-url= https://web.archive.org/web/20201108110021/http://www.theguardian.com/world/2015/oct/23/argentina-elections-2015-a-guide-to-the-parties-polls-and-electoral-system|url-status= live}} Voting is compulsory for citizens between 18 and 70 years old.[http://www.ipu.org/parline-e/reports/2011_B.htm Chamber of Deputies: Electoral system] {{webarchive |url=https://web.archive.org/web/20131031040409/http://www.ipu.org/parline-e/reports/2011_B.htm |date=31 October 2013 }} IPU Suffrage is also extended to 16- and 17-year-olds, though without compulsory voting.[http://www.electoral.gov.ar/votaralos16.php Voto de los Jóvenes de 16 y 17 años0] {{Webarchive|url=https://web.archive.org/web/20170330013402/http://www.electoral.gov.ar/votaralos16.php |date=30 March 2017 }} Camara Nacional Electoral Both in the primaries and in the first and second rounds polls opened at 08:00 and closed at 18:00 (UTC −3), with vote results starting to show at around 21:00.{{Cite web |date=13 August 2023 |title=Argentines Start Voting in Primaries Set to Test Political Mood |url=https://www.voanews.com/a/argentines-start-voting-in-primaries-set-to-test-political-mood-/7223101.html |url-status=live |archive-url=https://web.archive.org/web/20230816165343/https://www.voanews.com/a/argentines-start-voting-in-primaries-set-to-test-political-mood-/7223101.html |archive-date=16 August 2023 |access-date=19 November 2023 |website=Voice of America |language=en}}{{Cite web |date=22 October 2023 |title=Argentines head to the polls amid country's economic crisis |url=https://www.pbs.org/newshour/world/argentines-head-to-the-polls-amid-countrys-economic-crisis |url-status=live |archive-url=https://web.archive.org/web/20231108072036/https://www.pbs.org/newshour/world/argentines-head-to-the-polls-amid-countrys-economic-crisis |archive-date=8 November 2023 |access-date=19 November 2023 |website=PBS NewsHour |language=en-us}}
