Incident

Matu Tangi Matua Reid entered the One Queen Street building in the Auckland CBD with a pump-action shotgun on 20 July 2023. The 21-storey building near the Commercial Bay Shopping Centre originally opened in 1973 and was undergoing renovations as part of the Commercial Bay redevelopment project, with the building planned to house offices and a hotel.{{Cite news |last=Cann |first=Geraden |date=2023-07-20 |title=What we know about the site of Auckland CBD shooting and its owner |language=en |work=Stuff |url=https://www.stuff.co.nz/business/132581720/what-we-know-about-the-site-of-auckland-cbd-shooting-and-its-owner |url-status=live |access-date=2023-07-21 |archive-url=https://web.archive.org/web/20230722024843/https://www.stuff.co.nz/business/132581720/what-we-know-about-the-site-of-auckland-cbd-shooting-and-its-owner |archive-date=22 July 2023}} Reid had been employed at the construction site, and the shooting is believed to have been related to his employment there.{{Cite news |last=Crowe |first=Alex |date=2023-07-20 |title='Terrifying': Auckland gunman worked on CBD site during detention |language=en |work=The Sydney Morning Herald |url=https://www.smh.com.au/world/oceania/two-people-confirmed-dead-following-shooting-in-auckland-20230720-p5dprr.html |url-status=live |access-date=2023-07-20 |archive-url=https://web.archive.org/web/20230722024832/https://www.smh.com.au/world/oceania/two-people-confirmed-dead-following-shooting-in-auckland-20230720-p5dprr.html |archive-date=22 July 2023}}

Perpetrator

Reid had received a community-based sentence for an assault committed in 2020. He committed further offences in a domestic violence incident in 2021, while serving the earlier sentence. For that he was sentenced to five months' home detention in March 2023, for the offences of impeding breathing (strangulation), injuring with intent to injure, wilful damage and "male assaults female". He had already spent five months in custody awaiting sentencing and the length of his home detention had accordingly been reduced from what it would otherwise have been.{{Cite news |last=Cheng |first=Derek |date=21 July 2023 |title=Why the gunman was given home detention, and how that's meant to reduce reoffending – but does it? |work=The New Zealand Herald |url=https://www.nzherald.co.nz/nz/politics/derek-cheng-why-the-gunman-was-given-home-detention-and-how-thats-meant-to-reduce-reoffending-but-does-it/AEURBOIRLBFPPCCJR2RKCQIJFQ/ |url-status=live |access-date=22 July 2023 |archive-url=https://web.archive.org/web/20230722211946/https://www.nzherald.co.nz/nz/politics/derek-cheng-why-the-gunman-was-given-home-detention-and-how-thats-meant-to-reduce-reoffending-but-does-it/AEURBOIRLBFPPCCJR2RKCQIJFQ/ |archive-date=22 July 2023}} He had approval to leave home to attend work during his detention.{{Cite news |date=20 July 2023 |title=Auckland shooting: Gunman Matu Reid had earlier threatened to 'take out' entire family and strangled woman |work=The New Zealand Herald |url=https://www.nzherald.co.nz/nz/auckland-shooting-gunman-matu-reid-had-earlier-threatened-to-take-out-entire-family-documents-reveal/74JM22SMMRGAHGP7XV5GNLHCLI/ |url-status=live |access-date=22 July 2023 |archive-url=https://web.archive.org/web/20230722211955/https://www.nzherald.co.nz/nz/auckland-shooting-gunman-matu-reid-had-earlier-threatened-to-take-out-entire-family-documents-reveal/74JM22SMMRGAHGP7XV5GNLHCLI/ |archive-date=22 July 2023}}{{Cite news |last=Sullivan |first=Helen |date=2023-07-19 |title=Auckland shooting live updates: New Zealand PM says Women's World Cup will go ahead after gunman kills two – latest news |language=en-GB |work=the Guardian |url=https://www.theguardian.com/world/live/2023/jul/20/auckland-shooting-new-zealand-world-cup-opening-follow-latest |url-status=live |access-date=2023-07-19 |archive-url=https://web.archive.org/web/20230719220410/https://www.theguardian.com/world/live/2023/jul/20/auckland-shooting-new-zealand-world-cup-opening-follow-latest |archive-date=19 July 2023 |issn=0261-3077}} He did not hold a firearms licence.{{Cite web |title=Police confirm Auckland gunman didn't have firearms licence |url=https://www.1news.co.nz/2023/07/20/police-confirm-auckland-gunman-didnt-have-firearms-licence/ |url-status=live |archive-url=https://web.archive.org/web/20230722024832/https://www.1news.co.nz/2023/07/20/police-confirm-auckland-gunman-didnt-have-firearms-licence/ |archive-date=22 July 2023 |access-date=2023-07-20 |website=1 News |language=en}}

Responses

=Emergency responses=

The immediate area around the Queen Street / Quay Street intersection was put under lockdown. The shooting was noted due to being unusual in New Zealand.

New Zealand prime minister Chris Hipkins issued a press statement, saying that there was no national security risk, and there would be no change in the nation's terror threat level.

Auckland Transport, which operates a ferry terminal near to the location of the incident, as well as trains and buses, did not initially close the ferry service but did divert buses away from the nearby Britomart station. Later in the day, they announced that they would conduct a review of their response in terms of ensuring the safety of passengers, particularly in the case of the ferry.

On 21 July, Hato Hone St John Emergency Ambulance operations manager Stuart Cockburn confirmed that emergency responders had treated ten people, seven of whom had sustained gunshot wounds. One of the wounded was a police officer who had sustained "significant" injuries.{{Cite news |last=Swift |first=Molly |date=21 July 2023 |title=New details emerge of injuries suffered by victims of Auckland CBD shooting spree |work=Newshub |url=https://www.newshub.co.nz/home/new-zealand/2023/07/new-details-emerge-of-injuries-suffered-by-victims-of-auckland-cbd-shooting-spree.html |url-status=dead |access-date=23 July 2023 |archive-date=23 July 2023 |archive-url=https://web.archive.org/web/20230723183306/https://www.newshub.co.nz/home/new-zealand/2023/07/new-details-emerge-of-injuries-suffered-by-victims-of-auckland-cbd-shooting-spree.html }}

=Investigations and recovery efforts=

On 20 July, Hipkins confirmed that the New Zealand Police would launch a full investigation into the shooting, including how shooter Reid obtained the gun and whether there were any "red flags".{{Cite news |last1=Whyte |first1=Anna |last2=McConnell |first2=Glenn |date=20 July 2023 |title=Auckland shooting: PM says full review launched into whether there were any red flags |work=Stuff |url=https://www.stuff.co.nz/national/politics/132585710/auckland-shooting-pm-says-full-review-launched-into-whether-there-were-any-red-flags |access-date=23 July 2023 |archive-url=https://web.archive.org/web/20230720093513/https://www.stuff.co.nz/national/politics/132585710/auckland-shooting-pm-says-full-review-launched-into-whether-there-were-any-red-flags |archive-date=20 July 2023}} That same day, the Department of Corrections launched an inquiry into its management of Reid's home detention.{{Cite news |date=20 July 2023 |title=Corrections opens inquiry into handling of Auckland shooter Matu Tangi Matua Reid |work=Radio New Zealand |url=https://www.rnz.co.nz/news/national/494131/corrections-opens-inquiry-into-handling-of-auckland-shooter-matu-tangi-matua-reid |url-status=live |access-date=23 July 2023 |archive-date=22 July 2023 |archive-url=https://web.archive.org/web/20230722050706/https://www.rnz.co.nz/news/national/494131/corrections-opens-inquiry-into-handling-of-auckland-shooter-matu-tangi-matua-reid }}

=FIFA Women's World Cup=

The shooting occurred on the day of the opening ceremony and first match of the 2023 FIFA Women's World Cup, which were taking place in Auckland. The competition was jointly hosted by Australia and New Zealand. The ceremony, and the match between New Zealand and Norway, took place as planned on the evening of 20 July at Eden Park; the venue heightened its security as a "reassurance" measure.{{Cite web |last=Lucas |first=Katherine |date=2023-07-20 |title=World Cup 'to proceed as planned' with tributes prepared after fatal Auckland shooting |url=https://inews.co.uk/sport/football/womens-world-cup-2023-proceed-planned-security-auckland-shooting-2491167 |access-date=2023-07-25 |website=inews.co.uk |language=en |archive-date=25 July 2023 |archive-url=https://web.archive.org/web/20230725103431/https://inews.co.uk/sport/football/womens-world-cup-2023-proceed-planned-security-auckland-shooting-2491167 |url-status=live }} In his initial address about the incident, Hipkins acknowledged that "clearly with the FIFA World Cup kicking off this evening there are a lot of eyes on Auckland", saying that the New Zealand government had been in conversation with FIFA and that the World Cup would go ahead as planned. A Football Australia representative said that the shooting was not related to the World Cup.

The incident took place outside the M Hotel, where the Norway team was staying ahead of the match, and close to the fan zone. Norway captain Maren Mjelde said that while members of the team were woken by police helicopters, they "felt safe the whole time"; other players had been having breakfast on the ground floor and were kept inside by security when the lockdown was being put in place. A team spokesperson said that Norway's match preparations were not affected.{{Cite news |last1=Macur |first1=Juliet |last2=Das |first2=Andrew |date=2023-07-19 |title=2 Killed in New Zealand Shooting as World Cup Is Set to Begin |language=en-US |work=The New York Times |url=https://www.nytimes.com/2023/07/19/world/asia/auckland-new-zealand-shooting-world-cup.html |url-status=live |access-date=2023-07-19 |archive-url=https://web.archive.org/web/20230720011259/https://www.nytimes.com/2023/07/19/world/asia/auckland-new-zealand-shooting-world-cup.html |archive-date=20 July 2023 |issn=0362-4331}} The Italy team, who were also staying in a nearby hotel, could not leave to attend training due to police cordons.{{Cite news |last=Hytner |first=Mike |date=2023-07-20 |title=Women's World Cup 2023: opening game to go ahead as players speak about Auckland shooting |work=The Guardian |url=https://www.theguardian.com/football/2023/jul/20/womens-world-cup-2023-players-norway-uswnt-new-zealand-auckland-shooting |url-status=live |access-date=2023-07-20 |archive-url=https://web.archive.org/web/20230720123614/https://www.theguardian.com/football/2023/jul/20/womens-world-cup-2023-players-norway-uswnt-new-zealand-auckland-shooting |archive-date=20 July 2023 |issn=0261-3077}} Other national teams in Auckland were unaffected.{{Cite news |last=Terrado |first=Jonas |date=20 July 2023 |title=Filipinas 'safe' after deadly shooting near their hotel in New Zealand ahead of Fifa World Cup |language=en |newspaper=Philippine Daily Inquirer |url=https://sports.inquirer.net/519732/filipinas-safe-after-deadly-shooting-near-their-hotel-in-new-zealand-ahead-of-fifa-world-cup |url-status=live |access-date=21 July 2023 |archive-url=https://web.archive.org/web/20230722025432/https://sports.inquirer.net/519732/filipinas-safe-after-deadly-shooting-near-their-hotel-in-new-zealand-ahead-of-fifa-world-cup |archive-date=22 July 2023}}{{Cite news |last=Armour |first=Nancy |date=20 July 2023 |title=Deadly shooting in Auckland, hours before World Cup opens in New Zealand city |work=USA Today |url=https://www.usatoday.com/story/sports/soccer/worldcup/2023/07/19/auckland-shooting-at-least-3-dead-before-world-cup-opens-fan-festival-police-say/70434588007/ |url-status=live |access-date=21 July 2023 |archive-url=https://web.archive.org/web/20230722025333/https://www.usatoday.com/story/sports/soccer/worldcup/2023/07/19/auckland-shooting-at-least-3-dead-before-world-cup-opens-fan-festival-police-say/70434588007/ |archive-date=22 July 2023}}{{Cite news |date=20 July 2023 |title=Vietnamese women's football team safe following fatal shooting in Auckland |work=Tuoi Tre News |url=https://tuoitrenews.vn/news/sports/20230720/vietnamese-womens-football-team-safe-following-fatal-shooting-in-auckland/74505.html |url-status=live |access-date=21 July 2023 |archive-url=https://web.archive.org/web/20230722025351/https://tuoitrenews.vn/news/sports/20230720/vietnamese-womens-football-team-safe-following-fatal-shooting-in-auckland/74505.html |archive-date=22 July 2023}}
