Background
The 2024 parliamentary elections are set to be held after a two year delay. In February 2024, the Supreme Court of Iraq issued a verdict revoking and amending a number articles of the Kurdistan Region’s election law (Law No. 1, 1992). Most notably, the verdict included dismantling the 11 seats reserved for minorities, reducing the parliamentary seats from 111 to 100, and designating the Iraqi Independent High Electoral Commission (IHEC) to oversee the elections instead of Kurdistan Region’s electoral commission, as well as redefining the region’s electoral system.{{cite web|url=https://www.iraqfsc.iq/news.5121/|title=The Federal Court issues a verdict revoking some of the articles of the Kurdistan Parliament Election Law|publisher=Federal Supreme Court of Iraq}} The Iraqi Supreme Judicial Council's elections branch subsequently ordered IHEC to allocate five out of 100 seats to minorities;{{cite web|url=https://shafaq.com/amp/ar/%D8%B3%DB%8C%D8%A7%D8%B3%D8%A9/%D9%88%D8%AB%D8%A7-%D9%82-%D8%A7%D9%84%D9%82%D8%B6%D8%A7-%D8%A7%D9%84%D8%B9%D8%B1%D8%A7%D9%82%D9%8A-%D9%8A%D9%85%D9%86%D8%AD-%D9%85%D9%83%D9%88%D9%86%D8%A7%D8%AA-%D8%A7%D9%82%D9%84%D9%8A%D9%85-%D9%83%D9%88%D8%B1%D8%AF%D8%B3%D8%AA%D8%A7%D9%86-5-%D9%85%D9%82%D8%A7%D8%B9%D8%AF-%D8%A8%D8%A7%D9%84%D8%A7%D9%86%D8%AA%D8%AE%D8%A7%D8%A8%D8%A7%D8%AA-%D9%85%D9%86-%D8%B5%D9%84-100|title=Documents.. In terms of the changes to the electoral system, the verdict redefined the law so that members are elected by open-list proportional representation using the Hare quota in four electoral districts corresponding to the region's four governorates, instead of one district:[https://ihec.iq/32310/2024/09/ Seat Distribution and Replacement of Members for the Kurdistan Regional Parliament - Iraq No. (9) of 2024 - IHEC]{{Cite news |date=26 June 2024 |title=Iraq's Kurdistan region to hold delayed parliamentary election on Oct. 20 |url=https://www.reuters.com/world/middle-east/iraqs-kurdistan-region-hold-delayed-parliamentary-election-oct-20-2024-06-26/ |access-date=31 July 2024 |work=Reuters}} Duhok, Erbil, Halabja and Sulaymaniyah.{{Cite news |date=31 July 2024 |title=Iraqi Kurdistan prepares for October elections amid simmering political tensions and Turkey's military offensive |url=https://www.newarab.com/news/iraqi-kurdistan-prepares-october-elections |access-date=31 July 2024}}

Technical difficulties
The election used electronic voting ballot machines which often malfunctioned and failed to detect voters' fingerprints.{{Cite news |date=20 October 2024 |title=Thousands of fingerprints not read in Kurdistan election early voting |url=https://www.rudaw.net/english/kurdistan/191020241|access-date=20 October 2024}} In Erbil, a number of would-be voters were unable to participate due to the issue.{{cite web|url=https://abcnews.go.com/amp/International/wireStory/iraqs-kurdish-region-polls-flagging-economy-political-infighting-114963869|title=Iraq's Kurdish region goes to the polls with a flagging economy and political infighting top of mind|publisher=ABCnews}}
