As part of an effort to beautify the city, the city's Planning and Development Department, Downtown Detroit Partnership, and the City Office of Arts, Culture and Entrepreneurship partnered with Street Art for Mankind (SAM)'s "Be The Change" campaign to create seven sizable murals. The murals, however, became a subject of controversy. Criticism arose that international artists involved in the paintings may have been compensated below market rate for their work.{{cite web |last1=Green |first1=Randiah Camille |title=Detroit artists push for transparency and fair pay after mystery murals crop up downtown |url=https://www.metrotimes.com/arts/detroit-artists-push-for-transparency-and-fair-pay-after-mystery-murals-crop-up-downtown-34456114 |website=Detroit Metro Times |access-date=June 11, 2024 |language=en |date=October 24, 2023 |archive-date=June 11, 2024 |archive-url=https://web.archive.org/web/20240611182015/https://www.metrotimes.com/arts/detroit-artists-push-for-transparency-and-fair-pay-after-mystery-murals-crop-up-downtown-34456114 |url-status=live }} The artworks became more controversial after the City Council refused to approve payment for the works, arguing that they had been approved without following the approval process imposed by the city charter. City employees' emails were later released under the Freedom of Information Act and revealed that department officials had considered the painting of buildings with historic designation without the required approval of the Historic District Commission.{{cite web |last1=Afana |first1=Dana |title=Detroit planning director under investigation amid murals controversy |url=https://www.freep.com/story/news/local/michigan/detroit/2024/06/11/nfl-draft-murals-antoine-bryant-investigation/73983515007/ |website=Detroit Free Press |access-date=June 11, 2024 |date=June 11, 2024 |archive-date=June 11, 2024 |archive-url=https://web.archive.org/web/20240611182016/https://www.freep.com/story/news/local/michigan/detroit/2024/06/11/nfl-draft-murals-antoine-bryant-investigation/73983515007/ |url-status=live }}
