Background

The council usually elects members in thirds every year except the 4th in a four-year cycle.{{Cite web |title=Composition of Rossendale Borough Council |url=http://opencouncildata.co.uk/council.php?c=206&y=0 |url-status=live |archive-url=https://web.archive.org/web/20240101141142/http://opencouncildata.co.uk/council.php?c=206&y=0 |archive-date=1 Jan 2024 |access-date=1 Jan 2024 |website=Open Council Data UK}} However, due to a boundary review of the wards by the Local Government Boundary Commission for England, the number of seats has been decreased to 30 seats from 36. Additionally, due to this review, all 30 seats to Rossendale Borough Council will be up for election.{{Cite web |last=LGBCE |title=Rossendale {{!}} LGBCE |url=https://www.lgbce.org.uk/all-reviews/rossendale |access-date=2024-01-01 |website=www.lgbce.org.uk |language=en}}

At the previous election, held in 2023, the Labour Party increased their majority by 3 seats, leading to them having 22 seats and keeping the council under Labour control.{{Cite web |last=Earnshaw |first=Tom |date=2023-05-05 |title=Rossendale's local election results in full for 2023 |url=https://www.lancs.live/news/lancashire-news/rossendale-borough-council-local-election-26834245 |access-date=2024-01-01 |website=Lancs Live |language=en}} The Green Party also gained representation on the council for the first time.{{Cite news |title=Rossendale result - Local Elections 2023 |language=en-GB |work=BBC News |url=https://www.bbc.com/news/election/2023/england/councils/E07000125 |access-date=2024-01-01}}
