This also marks the first time a qualification tournament, the 2024 AFF Women's Cup, was held before the championships.

The top five teams from the 2022 AFF Women's Championship automatically qualified for the 2025 edition. Venues
Indonesia was originally named as the host of the tournament. However, due to conflicting schedules with the 2025 ASEAN U-16 Women's Championship, Indonesia withdrew their hosting rights.
