The 2025 Cornwall Council election was held on Thursday 1 May 2025 to elect all 87 councillors to Cornwall Council. It took place on the same day as other council elections across England.{{Cite web |title=Elections and referendums - Cornwall Council |url=https://www.cornwall.gov.uk/the-council-and-democracy/elections/elections-and-referendums/ |access-date=2023-12-01 |website=www.cornwall.gov.uk}}
The council was under no overall control prior to the election, being run by a Conservative minority administration. Following the election, the council remained under no overall control, with Reform UK, which had no elected councillors at the prior ellection, the largest party but without a controlling majority. A Liberal Demcorat and independent administration subsequently formed to run the council after the election.
Background
Cornwall Council has been a unitary authority since 2009 and holds elections every four years.{{Cite web |date=2009-04-23 |title=The Cornwall (Structural Change) Order 2008 No. 491 |url=http://www.opsi.gov.uk/si/si2008/uksi_20080491_en_1 |access-date=2023-12-01 |archive-date=2009-04-23 |archive-url=https://web.archive.org/web/20090423003233/http://www.opsi.gov.uk/si/si2008/uksi_20080491_en_1 |url-status=bot: unknown }}
At the previous election in 2021 the Conservatives gained majority control of the council.{{Cite web |title=Cornwall Council elections 6 May 2021 - Cornwall Council |url=https://www.cornwall.gov.uk/the-council-and-democracy/elections/cornwall-council-elections-6-may-2021/ |access-date=2023-12-01 |website=www.cornwall.gov.uk}}{{Cite news |date=2021-05-07 |title=Elections 2021: Conservatives take Cornwall Council |language=en-GB |work=BBC News |url=https://www.bbc.com/news/uk-england-cornwall-57028890 |access-date=2023-12-01}} However, in the years between the elections the Conservatives saw several of their members leave the party, leaving the council under no majority control by the end of July 2024.{{cite news | url = https://www.bbc.co.uk/news/articles/c3g3y406p5ko | title = Conservatives lose majority on Cornwall Council | last = Noble | first = Seb | date = 2024-07-26 | website = BBC News Online | access-date = 2024-07-26}} The Conservatives continued to run the council as a minority administration. Cornwall Council has sought a devolution agreement from the Westminster Government. In 2022 a Level Three Devolution deal, similar to English combined authorities, was offered. Summary
In the election the council continued to be under no overall control, with the Conservative's number of seats collapsing to single digits.{{Cite web |date=2025-05-02 |title=No overall control of Cornwall Council after 87 seats declared |url=https://www.bbc.co.uk/news/articles/c2ewyj833ypo |access-date=2025-05-02 |website=BBC News |language=en-GB}} Cornwall's elections were also notable for having the ward with the lowest winning vote share in the whole country; Steven Webb, the Liberal Democrats candidate, won the Truro Moresk and Trehaverne seat with only 18.9% of the vote.{{cite web | title=Election Maps UK (@electionmaps.uk) | website=Bluesky Social | date=2025-05-04 | url=https://bsky.app/profile/electionmaps.uk/post/3lodxto3g622r | ref={{sfnref|Bluesky Social|2025}} | access-date=2025-05-05}}
Reform UK had no seats on the council prior to the election. It emerged as the largest party after the election, winning 28 of the 87 seats. However, they were unable to find any potential coalition partners willing to work with them. Instead a minority administration of the Liberal Democrats (the second-largest party, with 26 seats) and the independent councillors formed to run the council instead.{{cite news |last1=Nevett |first1=Joshua |title=Reform UK struggles to find friends to share council power |url=https://www.bbc.co.uk/news/articles/c365y0190l7o |access-date=8 June 2025 |work=BBC News |date=7 June 2025}} The Liberal Democrat group leader was Leigh Frost; he was formally appointed as the new leader of the council at the subsequent annual council meeting on 20 May 2025.{{cite news |last1=Parkman |first1=Chloe |title='Delighted' council leader announces new cabinet |url=https://www.bbc.co.uk/news/articles/cgj8zjylj05o |access-date=8 June 2025 |work=BBC News |date=3 June 2025}}
