ANESRIF was founded by the government of Algeria on 20 July 2005, in order to plan and invest in the expansion and modernisation of the country's railways, under the supervision of the Minister of Transport.{{cite web|url=http://www.caci.dz/fileadmin/template/recueil/pdf/D_cret_ex_cutif_2005-256.pdf|accessdate=2011-03-26|title=Décret exécutif n° 05-256 du 13 Joumada Ethania 1426 correspondant au 20 juillet 2005 portant création de l'agence nationale d'études et de suivi de la réalisation des investissements ferroviaires, p.12.|archive-url=https://web.archive.org/web/20101205092921/http://www.caci.dz/fileadmin/template/recueil/pdf/D_cret_ex_cutif_2005-256.pdf|archive-date=5 December 2010|url-status=dead}} 900 billion dinars of funding was allocated. SNTF handles the day-to-day operation of the railways. Other businesses, including Alstom and Astaldi, bid for contracts to actually build new lines or install equipment.{{cite web|url=http://www.ANESRIF.dz/En.htm|accessdate=2011-03-26|title=ANESRIF ALGERIE|archive-url=https://web.archive.org/web/20110904014854/http://www.ANESRIF.dz/En.htm|archive-date=4 September 2011|url-status=dead}}{{cite web|url=http://www.africaintelligence.com/MCE/business-circles/2011/03/17/ANESRIF-shakes-out-of-deep-sleep%2C88727690-ART-login|accessdate=2011-03-26|title=ALGERIA - ANESRIF shakes out of deep sleep}}
ANESRIF is headquartered in Algiers, and it is structured as an Établissement Public à caractère Industriel et Commercial, or "EPIC"; SNTF is an EPIC too.{{cite web|url=http://www.lespagesmaghreb.com/firms/bfcef9fc5f794f7e92a37817009f83fea7c0bdcb|accessdate=2011-03-26|title=Les Pages Maghreb - Annuaire - EPIC ANESRIF}} It is an affiliate of the UIC.{{cite web|url=http://www.uic.asso.fr/baseinfo/vademecum/vademecum.php?id=406|accessdate=2011-03-26|title=International Union of Railways|archive-url=https://archive.today/20120914071607/http://www.uic.asso.fr/baseinfo/vademecum/vademecum.php?id=406|archive-date=14 September 2012|url-status=dead}}
Development of Algerian railways, as with aviation, road, and water transport, has been overshadowed by big high-profile projects which are an inefficient use of resources; private sector investment is minimal and productivity of assets and employees is low. This causes problems for the rest of the economy.{{cite web|url=http://siteresources.worldbank.org/INTALGERIA/Resources/ALGERIAPER_ENG_Volume_I.pdf|accessdate=2011-03-26|title=PEOPLE’S DEMOCRATIC REPUBLIC OF ALGERIA : A PUBLIC EXPENDITURE REVIEW|publisher=World Bank}}
Algeria had a 2009–14 economic development plan which allocated €110 billion for infrastructure improvements.{{cite web|url=http://www.railwaygazette.com/nc/news/single-view/view/high-plateau-railway-construction-contract.html|accessdate=2011-03-26|title=High Plateau railway construction contract|work=Railway Gazette}} However, there are concerns about the government's ability to manage the new capacity, and to put it to good use.{{cite news|last=Melly|first=Paul|title=Algiers steps up rail investment|newspaper=Middle East Economic Digest|date=6 August 2010}} Rail development has been based on very old plans – even dating back to the 1970s – assuming demands from heavy industries which never materialised.
