Production
The project originated as a pitch written by Kevin Bernhardt and was pre-sold under the title "Captured".{{Cite web|url=http://www.dolph-ultimate.com/dolph-in/captured.html|title=Captured|website=www.dolph-ultimate.com|access-date=2025-03-30}}
Steve Latshaw was approached by producer Andrew Stevens to rewrite his script "Counter Measures" for a Dolph Lundgren film, Latsaw later discovered that Damian Lee was hired to write the script, and also be the film's director.{{Cite web|url=http://www.reelcriticism.com/ziggyrealm/columns/latshawinterview_2_20_03.html|title=The Checks Cleared: An Interview with Steve Latshaw|date=2003-02-20|website=www.reelcriticism.com|access-date=2025-03-30|url-status=dead|archive-url=https://web.archive.org/web/20030423044212/http://www.reelcriticism.com/ziggyrealm/columns/latshawinterview_2_20_03.html|archive-date=April 23, 2003|df=mdy-all}}
After filming was completed, Stevens deemed the film too inept to be released, and brought Latshaw in to make the film at least half-competent, while Jim Wynorski was hired to direct some new scenes (about 40 minutes of footage in three days) and insert stock footage (mostly from Fred Olen Ray's Counter Measures with Michael Dudikoff of which it became a remake) where appropriate.{{Cite web|url=http://dolph-ultimate.com/dolph-in/agent.html|title=Agent|website=www.dolph-ultimate.com|access-date=2025-03-30}}
