Political career

Joines, a Democrat, was elected mayor of Winston-Salem on November 6, 2001. He defeated Republican incumbent Mayor Jack Cavanagh, Jr. by a wide margin. Before his election, Joines had served as deputy assistant city manager.{{cite news |first=William |last=Holmes |title=Raleigh results again uncertain, Winston-Salem unseats mayor |date=2001-11-06 |agency=Associated Press}}

Joines had been named as a possible challenger to Congresswoman Virginia Foxx in North Carolina's 5th district in the 2006 election, but declined to enter the race.{{cite news |editor=Editorial Staff |title=Joines' Decision |date=January 11, 2006 |work=Winston-Salem Journal |id={{ProQuest|370130612}}}}

In the 2012 North Carolina gubernatorial election, many suggested Joines as a potential candidate in the Democratic primary, but he declined, stating that there was still work he wished to do in Winston-Salem.{{cite news |last=Graff |first=Laura |url=http://www2.journalnow.com/news/2012/jan/30/6/winston-salem-mayor-allen-joines-wont-run-for-gove-ar-1870838/ |archive-url=https://archive.today/20130127060950/http://www2.journalnow.com/news/2012/jan/30/6/winston-salem-mayor-allen-joines-wont-run-for-gove-ar-1870838/ |url-status=dead |archive-date=January 27, 2013 |title=Winston-Salem Mayor Allen Joines won't run for governor |newspaper=Winston-Salem Journal |orig-date=January 30, 2012 |date=December 12, 2012}}
