It has traditionally been considered an early bear,{{cite journal |last1=Finarelli|first1=John A. |title=A Total Evidence Phylogeny of the Arctoidea (Carnivora: Mammalia): Relationships Among Basal Taxa|year=2008 |journal=Journal of Mammalian Evolution|volume=15|issue=4|pages=231–259 |doi=10.1007/s10914-008-9074-x |s2cid=43524602 |url=https://www.researchgate.net/publication/226831270_A_Total_Evidence_Phylogeny_of_the_Arctoidea_Carnivora_Mammalia_Relationships_Among_Basal_Taxa}} although recent evidence has suggested it may be a unique member linked to other pinnipeds.{{Citation needed|date=April 2022}} It was endemic to Europe and Asia during the Oligocene, from approximately 33.9—28.4 Mya and existing for approximately {{Mya|34-28|million years}}.
