The construction of an Arthur Kill station was first proposed in the 1990s to replace the Atlantic and Nassau stations, which were located directly to the north and south of the station, respectively.{{cite news |last1=Engels |first1=Mary |title=NEW PLANS FOR S.I. The construction of the station had been deferred due to budget constraints, but funding for it was included in the 2010–2014 MTA Capital Program, with $16 million allocated to the project.
Despite a 2010 expected completion date, construction ended up delayed due to a lack of funding in the capital program.{{cite web |url=http://web.mta.info/mta/budget/pdf/2008-2013%20Capital%20Plan.pdf |title=MTA Capital Program 2008–2013 |page=176 |date=February 2008 |accessdate=January 4, 2015}}{{cite press release |publisher=MTA New York City Transit |date=August 30, 2010 |title=Partial Closure of the Staten Island Railway Nassau Station |url=http://www.mta.info/press-release/nyc-transit/partial-closure-staten-island-railway-nassau-station |accessdate=January 4, 2015}}{{cite news |first=Maura |last=Yates |url=http://www.silive.com/news/index.ssf/2010/04/sorry_sir_no_new_cars_for_stat.html |title=Sorry, SIR: No new cars for Staten Island Railway |newspaper=Staten Island Advance |date=April 30, 2010 |accessdate=May 6, 2010 |archive-url= https://web.archive.org/web/20100503020033/http://www.silive.com/news/index.ssf/2010/04/sorry_sir_no_new_cars_for_stat.html |archive-date=May 3, 2010 |url-status=live}} A groundbreaking ceremony was held on October 18, 2013, with a projected opening date of late 2015.{{cite news |title=Groundbreaking for new Arthur Kill Staten Island Railway station, set to open in 2015 |first=Mark D. |last=Stein |url=http://www.silive.com/news/index.ssf/2013/10/groundbreaking_ceremony_held_f.html |newspaper=Staten Island Advance |date=October 18, 2013 |accessdate=January 4, 2015}} In July 2015, the opening date was then pushed back to August 2016, with delays caused in part by the addition of storm resiliency measures.{{Cite web|url=http://web.mta.info/capitaldashboard/allframenew_head.html?PROJNUM=s6070108&PLTYPE=1|title=Untitled Document|website=web.mta.info|access-date=June 17, 2016}} In June 2016, the station's opening was pushed back once again to November due to changes in the Electric Distribution Room.{{Cite web|url=http://web.mta.info/mta/news/books/pdf/160623_1345_CPOC.pdf|title=Capital Program Oversight Committee Meeting June 2016|date=June 17, 2016|website=www.mta.info|publisher=Metropolitan Transportation Authority|access-date=June 17, 2016}}{{Cite news|url=http://www.ny1.com/nyc/staten-island/news/2016/06/18/opening-of-sirr-s-new-arthur-kill-station-delayed-.html|title=Opening of Staten Island Railway's New Arthur Kill Station Delayed|date=June 18, 2016|newspaper=TWC News|access-date=December 27, 2016}} In October 2016, the opening date was pushed back yet again to January 2017 because of a need to redesign the electrical distribution room, the exterior wall panel, and various communications issues.{{Cite web|url=http://web.mta.info/mta/news/books/pdf/161026_1315_CPOC.pdf|title=Capital Program Oversight Committee Meeting|date=October 2016|website=mta.info|publisher=Metropolitan Transportation Authority|access-date=November 6, 2016}} The station opened on January 21, 2017, at 5:00 a.m, replacing the adjacent former stations at Nassau and Atlantic, which were permanently closed on the same day.
