Joseph Frederick, better known as Billy Heath (1869 – after 1895), was an English footballer who played in the Football League for Wolverhampton Wanderers and Woolwich Arsenal.{{cite book|last=Joyce|first=Michael|title=Football League Players' Records 1888 to 1939|year=2004|publisher=SoccerData|isbn=1-899468-67-6}} He is best known for having scored the first-ever penalty kick awarded in the Football League, doing it so in a match between Wolves and Accrington at Molineux Stadium on 14 September 1891, which Wolves won 5–0.{{cite news |url=http://news.bbc.co.uk/sport1/hi/funny_old_game/2257279.stm |work=BBC News |title=Happened on this day – 14 September |date=14 September 2002 |access-date=19 July 2022}}
