The Bishan–Toa Payoh Group Representation Constituency (GRC) is a four-member Group Representation Constituency located in the central region of Singapore. The GRC consists the entire areas of Bishan, Singapore (excluding Bishan North), the majority of Toa Payoh, parts of Thomson, Singapore managed by Bishan-Toa Payoh Town Council. There are four divisions of the GRC: Bishan East-Sin Ming, Toa Payoh West-Thomson, Toa Payoh East and Toa Payoh Central. The current Member of Parliament (MP) are Cai Yinzhou, Chee Hong Tat, Elysa Chen and Saktiandi Supaat, from the People's Action Party (PAP).
History
The GRC was formed in 1997 with Wong Kan Seng, Ho Tat Kin, Leong Horn Kee, Ibrahim Othman, Davinder Singh, a team from PAP, as the incumbent MPs. The first election was uncontested. Ho and Ibrahim retired from politics during the 2001 Singaporean general election with Zainudin Nordin and Ng Eng Hen replacing them. The GRC was uncontested again. In 2006, Leong and Davinder retired from politics and was replaced with Hri Kumar Nair and Josephine Teo. The GRC was uncontested for the third time.
During the 2011 Singaporean general election, Chiam See Tong of Singapore People's Party (SPP) left his stronghold of Potong Pasir SMC, fielded a team to contest in the GRC. The PAP fielded its existing team with Wong Kan Seng leading the team won and managed to retain the GRC with the results of 56.93%.
The GRC's boundaries remained intact since its formation until 2015 when it was expanded in size to include Balestier, MacRitchie Reservoir and Novena. The westernmost portion of Bishan–Toa Payoh GRC consists of part of the Central Catchment Nature Reserve which is shared with Holland–Bukit Timah GRC and Kebun Baru SMC.
Before the 2015 Singaporean general election, Wong, Nair and Zainudin retired from politics with the latter two for personal reasons. SPP contested the GRC against the PAP team with Ng Eng Hen leading the team. The PAP team won the elections consecutively for the second time with the results of 73.59%.
During the 2020 Singaporean general election, Balestier and Novena was subsumed into the neighbouring Jalan Besar GRC. Some residential areas in Potong Pasir were absorbed into Toa Payoh East. Bishan North ward was carved out and was absorbed into the new Marymount SMC. The GRC was reduced to four.
The SPP contested the GRC again and only managed to gain 32.74% of the votes while the PAP team won the elections again for third time consecutively with the results of 67.26%.
During the 2025 general election, incumbent MPs Ng Eng Hen and Chong Kee Hiong announced their retirement from politics.{{Cite web |title=GE2025: Ng Eng Hen to retire from politics as PAP introduces two new faces in Bishan-Toa Payoh GRC |url=https://www.channelnewsasia.com/singapore/ge2025-pap-bishan-toa-payoh-slate-general-election-ng-eng-hen-step-down-5071986 |access-date=18 April 2025 |website=CNA |language=en}}{{Cite news |last=Devaraj |first=Samuel |last2=Tan |first2=Sue-Ann |date=18 April 2025 |title=GE2025: PAP’s Chee Hong Tat to helm Bishan-Toa Payoh, Gan Siow Huang to defend Marymount seat |url=https://www.straitstimes.com/singapore/politics/ge2025-paps-chee-hong-tat-to-helm-bishan-toa-payoh-gan-siow-huang-to-defend-marymount-seat |access-date=19 May 2025 |work=The Straits Times |language=en |issn=0585-3923}} Chee Hong Tat led the PAP team, Saktiandi Supaat and two new candidates Cai Yinzhou and Elysa Chen to contest the GRC against a SPP team led by Steve Chia.{{Cite web |last=Ong |first=Justin Guang-Xi |date=21 April 2025 |title=GE2025: SPP optimistic about chances in Bishan-Toa Payoh GRC, after Ng Eng Hen's retirement from politics |url=https://www.channelnewsasia.com/singapore/ge2025-spp-ng-eng-hen-steve-chia-bishan-toa-payoh-5078751 |access-date=19 May 2025 |website=CNA |language=en}} The PAP team won the contest with 75 percent of the vote.{{Cite news |last=Teo |first=Joyce |last2=Devaraj |first2=Samuel |date=4 May 2025 |title=GE2025: PAP wins Bishan-Toa Payoh GRC with 75.21% of vote and Marymount SMC with 70.7% of vote |url=https://www.straitstimes.com/singapore/politics/ge2025-pap-wins-bishan-toa-payoh-grc-with-75-21-of-votes-and-marymount-smc-with-70-7-of-votes |access-date=19 May 2025 |work=The Straits Times |language=en |issn=0585-3923}}
