=COVID-19 pandemic and closure=

In March 2020, after many restaurants were closed because of the COVID-19 pandemic, some Bluehour staff received letters from Carey's restaurant group stating 25 percent of their final paycheck would be deferred. Jenny Smith, communication director for the Oregon Bureau of Labor and Industries, said, "Paying only part of what workers are owed when they are laid off is a violation of Oregon law".{{Cite web |title=Former Employees Say a Portland Restaurateur Withheld Wages on Their Final Checks |url=https://www.wweek.com/restaurants/2020/03/26/former-employees-say-a-portland-restaurateur-withheld-wages-on-their-final-check/ |access-date=2023-01-03 |website=Willamette Week |date=March 27, 2020 |language=en |archive-date=2023-01-11 |archive-url=https://web.archive.org/web/20230111201424/https://www.wweek.com/restaurants/2020/03/26/former-employees-say-a-portland-restaurateur-withheld-wages-on-their-final-check/ |url-status=live }}

has been Portland's restaurant of the moment for several years now, garnering raves from the national press, and with good reason.
