Born in England in 1747, he was educated at Winchester and New College, Oxford. He was nominated Dean of Waterford on 2 April and installed there on 12 May 1784.The Essex Standard, and Colchester, Chelmsford, Maldon, Harwich, and General County Advertiser (Colchester, England), Friday, 1 April 1836; Issue 274. 19th Century British Library Newspapers: Part II. He also became Chancellor of Ferns and Leighlin on 12 March 1802.{{fact|date=February 2020}}

He was nominated Bishop of Clonfert and Kilmacduagh on 5 May and consecrated on 29 July 1804.
