The Commission of Four ({{langx|id|Komisi Empat}} or {{lang|id|Komisi IV}}) was an Indonesian anti-corruption commission which existed from January to July 1970. Created by President Suharto following student protests, it was tasked with reviewing policies and providing recommendations to the government.{{cite web |url=https://historia.id/politik/articles/jatuh-bangun-lembaga-pemberantasan-korupsi-PGjgB |title=Jatuh Bangun Lembaga Pemberantasan Korupsi |last=Firdausi |first=Fadrik Aziz |date=2017-04-18 |website=historia.id |language=id |trans-title=The Rise and Fall of Anti-Corruption Institutions |access-date=2024-09-06 }} The commission consisted of four members — Wilopo (who concurrently served as chairman), I. J. Kasimo, Herman Johannes, and Anwar Tjokroaminoto — as well as a secretary and an advisor, namely Sutopo Juwono and Mohammad Hatta respectively.{{cite web |url=https://historia.id/politik/articles/pemberantasan-korupsi-setengah-hati-rezim-orde-baru-v2eJ4 |title=Pemberantasan Korupsi Setengah Hati Rezim Orde Baru |last=Hanggoro |first=Hendaru Tri |date=2018-12-11 |website=historia.id |language=id |trans-title=Half-Hearted Corruption Eradication of the New Order Regime |access-date=2024-09-06 }}
Among the cases it investigated, the commission highlighted the case of Pertamina, the state-owned oil company, and its head, Ibnu Sutowo, along with other state-owned companies such as that of Telkom. After six months of work, the Commission of Four submitted its report and was dissolved by Suharto.{{cite web |url=https://historia.id/politik/articles/empat-kasus-korupsi-besar-pada-awal-orde-baru-P4ebm |title=Empat Kasus Korupsi Besar pada Awal Orde Baru |last=Hanggoro |first=Hendaru Tri |date=2018-12-31 |website=historia.id |language=id |trans-title=Four Big Corruption Cases during the Early New Order |access-date=2024-09-06 }} However, the commission's report was leaked to Sinar Harapan a few days after it was submitted. Input from the commission was not taken seriously, resulting in the bankruptcy of Pertamina in the mid-1970s due to corruption and mismanagement.{{cite web |url=https://tirto.id/coba-coba-memberantas-korupsi-di-era-orba-lewat-komisi-empat-gkaj |title=Coba-Coba Memberantas Korupsi di Era Orba Lewat Komisi Empat |last=Matanasi |first=Petrik |date=2021-10-11 |website=tirto.id |language=id |trans-title=Attempts at Eradicating Corruption in the New Order Era through the Commission of Four |access-date=2024-09-06 }}
