It is an international non-profit association (AISBL) created by the European AI community that seeks to strengthen European excellence in AI research and innovation, with a strong focus on human-centred AI, and does not provide AI services or products, but rather represents the interests of its members by promoting European AI through media channels and events, fostering cross-border collaborations, and participating in EU Horizon calls to facilitate community building.

History

CAIRNE was launched in 2018, with a vision document signed by over 550 experts in AI.{{Cite web |title=600 Experts in Artificial Intelligence Sign a Letter Calling for European Action |url=https://claire-ai.org/wp-content/uploads/2018/06/claire-press-release-1.pdf |website=CLAIRE |language=en-US |access-date=2020-04-22}}{{Cite news |last=Armbruster |first=Alexander |date=2018-06-18 |title=F.A.Z. exklusiv: Ein Bündnis, das mit Google & Co. mithalten will|language=de|work=FAZ.NET|url=https://www.faz.net/1.5644858|issn=0174-4909 |access-date=2020-05-07}}{{Cite news|title=Europäisches KI-Bündnis: 600 Experten fordern größere Anstrengungen|url=https://www.heise.de/newsticker/meldung/Europaeisches-KI-Buendnis-600-Experten-fordern-groessere-Anstrengungen-4080585.html|last=Wittenhorst|first=Tilman|date=2018-06-18|website=heise online|language=de|access-date=2020-05-07}}{{Cite news|last=Nuffel|first=Pieter Van|date=2018-06-19|title=600 chercheurs en AI demandent à l'Europe de passer à l'action|language=fr |website=DataNews|url=https://datanews.levif.be/ict/actualite/600-chercheurs-en-ai-demandent-a-l-europe-de-passer-a-l-action/article-normal-855411.html|access-date=2020-05-07}}{{Cite news|last=Mántaras|first=Ramon López de|date=2018-06-19|title=Análisis {{!}} Europa no puede quedarse atrás en inteligencia artificial|language=es|work=El País|url=https://elpais.com/elpais/2018/06/19/ciencia/1529401061_271730.html |issn=1134-6582 |access-date=2020-05-07}} The founders of CAIRNE are Holger Hoos, Philipp Slusallek and {{ill|Morten Irgens|no}}. Headquartered in The Hague, CAIRNE has opened administrative offices in Saarbrücken, Prague, Rome, Brussels, Oslo, Paris and Zürich.

They were made aware that the acronym CLAIRE was trademarked and, after 5 years of using it undisputedly, faced a legal challenge. They decided to change the acronym to CAIRNE (pronounced "kern").  The official full legal name – Confederation of Laboratories for Artificial Intelligence Research in Europe AISBL – remains unchanged, as does the core mission and support to members.
