The Vilayet of Constantinople{{cite book|title=Geographical Dictionary of the World|url=https://books.google.com/books?id=cVQDZFM1T2IC&pg=PA1796|access-date=20 May 2013|publisher=Concept Publishing Company|isbn=978-81-7268-012-1|pages=1796}} or Istanbul ({{langx|tr|Vilâyet-i İstanbul}}) was a first-level administrative division (vilayet) of the Ottoman Empire, encompassing the imperial capital, Constantinople (Istanbul).
History
It had a special organisation, as it was placed under the immediate authority of the Minister of Police (Zabtiye Naziri), who filled a role equivalent to the governor (wali) in other vilayets.{{cite book|last=Baker|first=James|title=Turkey in Europe|year=1877|publisher=Cassell, Petter & Galpin|pages=515–516|url=https://archive.org/stream/turkeyineurope02bakegoog#page/n545/mode/1up}}
It included Stamboul (the inner city, known in Turkish as Istanbul) and the quarters of Eyüp, Kassim Pacha, Pera and Galata, and all the suburbs from Silivri on the Sea of Marmara to the Black Sea on the European side, and from Ghili on the Black Sea to the end of the Gulf of İzmit on the Asiatic side.
In 1878, a provincial structure, with a governor (wāli) and provincial officers, was established to perform the same functions within Constantinople that provincial authorities performed elsewhere in the Empire.{{cite book|author1=Stanford Jay Shaw|author2=Ezel Kural Shaw|title=History of the Ottoman Empire and Modern Turkey|url=https://books.google.com/books?id=AIET_7ji7YAC&pg=PA94|access-date=2013-06-04|year=1977|publisher=Cambridge University Press|isbn=978-0-521-29166-8|page=94}}
