Background
In interviews, Theodor Andrei expressed a desire to mix several musical genres that would both appeal to Romanians and foreign listeners, wanting to create a song that Romania had "never sent to the grand final."{{Cite web |last=C |first=Shiloh |date=3 February 2023 |title=🇷🇴 Theodor Andrei: "I choose music over pride" |url=https://thateurovisionsite.com/2023/02/03/selectia-nationala-2023-d-g-t/ |access-date=12 February 2023 |website=That Eurovision Site |language=en-GB}}{{Cite web |last=Marco |first=Muntean |date=1 February 2023 |title=Theodor Andrei: "I tried to make a song like our country has never sent to the grand final" |url=https://escbubble.com/2023/02/theodor-andrei-i-tried-to-make-a-song-like-our-country-has-never-sent-to-the-grand-final/ |access-date=12 February 2023 |website=ESCBubble |language=en-GB}}
Composition
Andrei describes "D.G.T. (Off and On)" as "a love story where reason is in conflict with instinct, where passion and safety duel." The song speaks about the good and bad sides of falling in love, including passion, sex, maturity, lies, and other ideas closely related towards love. Andrei reportedly wrote the instrumental "out of boredom", and with the help of friend Luca De Mezzo, would then write the pre-chorus of the song. It would take around one week for Andrei to complete the instrumental and the first verses of the song. Vulture{{'s}} Jon O'Brien noted that the song "is sleaze rock with the emphasis on the sleaze".{{cite web|url=https://www.vulture.com/2023/05/every-2023-eurovision-song-ranked.html|title=All 37 of This Year's Eurovision Song Entries, Ranked|author=O'Brien, Jon|website=Vulture|date=9 May 2023|access-date=20 October 2023}}

According to Eurovision rules, all nations with the exceptions of the host country and the "Big Five" (France, Germany, Italy, Spain and the United Kingdom) are required to qualify from one of two semi-finals in order to compete for the final; the top ten countries from each semi-final progress to the final. The European Broadcasting Union (EBU) split up the competing countries into six different pots based on voting patterns from previous contests, with countries with favourable voting histories put into the same pot. On 31 January 2023, an allocation draw was held which placed each country into one of the two semi-finals, as well as which half of the show they would perform in. Romania was placed into the second semi-final, held on 11 May 2023, and was scheduled to perform in the first half of the show. Romania did not qualify for the final getting zero points as the final result.{{Cite web |last=Groot |first=Evert |date=2023-01-31 |title=Eurovision 2023: Allocation Draw results |url=https://eurovision.tv/story/eurovision-2023-allocation-draw-results |access-date=2022-01-31}}
