History

The decision to form the university was made by the University Grants Commission (UGC) of Bangladesh following prolonged demands from students for improved administration and academic management.

In early 2025, students of Government Titumir College intensified their demand for the institution's upgrade to a university. Beginning in late January, they organized hunger strikes and road blockades, notably obstructing the Mohakhali-Gulshan road for several consecutive days. The protesters consolidated their demands, focusing solely on achieving university status for Titumir College. The Ministry of Education acknowledged the students' concerns but emphasized the need for a thorough evaluation before making any decisions. Tensions escalated, culminating in clashes between DU and college students in January 2025. In response, DU decided to sever ties with the colleges, effective from the 2024-25 academic session. While existing students would continue under DU’s administration, an expert committee formed by the education ministry in December 2024 was tasked with overseeing the transition.

Students of the seven colleges welcomed the decision but expressed concerns about their academic future. They also issued fresh demands, including the resignation of DU’s Pro-Vice-Chancellor and the withdrawal of police personnel accused of assaulting students. Protests continued, with threats of class boycotts and further demonstrations.

The government is considering establishing a separate university or higher education institution for these colleges. Discussions have been held between the University Grants Commission (UGC) and student representatives, but no final decision has been reached.

DU officials acknowledged that the university lacked the resources to manage the additional administrative burden. Meanwhile, the principal of Dhaka College confirmed that the colleges would neither remain with DU nor revert to the National University, with a new governing framework to be developed in consultation with education experts.

Structure

The new university will operate under a hybrid model, with 40 percent of classes conducted online and 60 percent held on campus. Until the university is fully established, the operations of the seven constituent colleges will continue under an integrated framework supervised by the University Grants Commission. The framework will be headed by one of the principals of the seven colleges and will also include representatives from the University of Dhaka’s Examination Controller’s Office, Admission Office, Registrar’s Office, and Accounts Office. At present, each college offers a wide range of subjects at both the undergraduate (Honours) and postgraduate levels. Under the new university model, this approach will be replaced by a system in which classes are organized on a faculty basis within the colleges.
