It was gazetted on 22 February 1877 from areas formerly part of the District Council of Lefevre's Peninsula.{{cite web | url=https://www.lga.sa.gov.au/webdata/resources/files/LGA-89938_-_2011_18_-_FINAL_History_of_SA_Councils.pdf | title=A History of South Australian Councils to 1936 | publisher=Local Government Association of South Australia | date=2012 | access-date=30 October 2015 | author=Marsden, Susan | pages=11}} The council chambers were based out of the Birkenhead Hotel.{{cite news |url=http://nla.gov.au/nla.news-article36335216 |title=THE SHIRE COUNCILS BILL. |newspaper=The South Australian Advertiser |location=Adelaide |date=28 August 1886 |access-date=31 October 2015 |page=6 |via=National Library of Australia}} It absorbed the remainder of the Lefevre's Peninsula council, which had been severely reduced in size by the creation of the Corporate Town of Semaphore, on 7 August 1884. It ceased to exist when it merged with the Corporate Town of Port Adelaide on 7 December 1886 as the Birkenhead Ward, a move supported by the council and the local population.{{cite news |url=http://nla.gov.au/nla.news-article195881969 |title=Annexation Of Birkenhead |newspaper=Port Adelaide News and Lefevre's Peninsula Advertiser |location=SA |date=17 December 1886 |access-date=31 October 2015 |page=1 |via=National Library of Australia}}
