23rd Metallurgical Construction Group Co., Ltd. of Minmetals ({{lang-zh|中国二十三冶集团有限公司}}) is a Chinese state-owned enterprise engaged in construction, engineering, and infrastructure development. It operates under the umbrella of China Minmetals Corporation, one of China's largest central state-owned conglomerates.

Corporate affairs

The 23rd Metallurgical Group is a subsidiary of China Minmetals Corporation, a major central enterprise supervised by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC). It also shares historical and operational ties with Metallurgical Corporation of China (MCC), which functions as Minmetals’ engineering and construction arm for many overseas mining and metallurgical projects.

Founded as a metallurgical construction unit, the 23rd Metallurgical Group has evolved into a diversified engineering and general contracting firm.

International Projects

===Uganda===

The company was contracted to construct the Osukuru Industrial Complex in Uganda, a US$560 million project intended to house a phosphate fertilizer plant, steel mill, sulfuric acid facility, and a 12 MW thermal power station. Commissioned in 2015 with high-level political support, including a groundbreaking ceremony attended by President Yoweri Museveni, the complex was one of Uganda’s largest industrial investments backed by Chinese financing. ===Suriname===

The company constructed the Regional Hospital Wanica in Lelydorp, completed in February 2020 with funding from the Chinese government. In October 2023, the Surinamese Ministry of Health broke ground on a new US$20 million headquarters building in Paramaribo, to be constructed by 23rd Metallurgical Construction Group Co., Ltd. The project is financed through a loan agreement with the Inter-American Development Bank (IDB). ===Angola===

The 23rd Metallurgical Construction Group Co., Ltd. is leading a major US$1.5 billion housing development initiative in Angola called the "Educational City" (Cidade Educacional) project. The goal is to build 100,000 housing units over four years exclusively for Angolan teachers. In 2022 the company, through a joint venture with local firm Donbez Private Limited, was awarded a contract by the Ministry of National Planning, Housing and Infrastructure to construct 400 housing units in Kulhudhuffushi City.
