Early life and education

He pursued higher education at Presidency College and the University of Calcutta, earning degrees in science, commerce, and law.
Civil service career
Ghosh joined the Indian Administrative Service in 1958. During his tenure, he held various significant positions, including:
- Sub-Divisional Officer (SDO) of Siliguri during the Naxalbari uprising in 1967.
- District Magistrate (DM) of Nadia during the Bangladesh Liberation War in 1971, where he coordinated refugee relief efforts.
- DM of Midnapore from 1973 to 1976.

Political career
After retirement, Ghosh joined the Indian National Congress in 1995. In 1998, he became one of the founding members of the All India Trinamool Congress (AITC) led by Mamata Banerjee. He was elected to the West Bengal Legislative Assembly from Mahishadal in a 1999 by-election and re-elected in 2001.
In 2006, Ghosh contested the Jadavpur Lok Sabha seat against then Chief Minister Buddhadeb Bhattacharjee but was unsuccessful. He retired from active politics following this defeat.
Writings and controversies
