The creation of the service was approved in 2016{{Cite news |date=2016-12-21 |title=Government clears formation of Indian Enterprise Development Service |url=https://timesofindia.indiatimes.com/india/government-clears-formation-of-indian-enterprise-development-service/articleshow/56100072.cms |access-date=2024-11-22 |work=The Times of India |issn=0971-8257}}, with the initial constitution of the service happening through the promotion of existing officers of Ministry of MSME. The service has been created by absorbing officers of the MoMSME from multiple trades, recruitment to which had been done differently following different rules. The multiple trades were created in the 1950s and 1960s when there was prevalence of a regulation regime. Therefore, a need was felt for a cadre to work towards development of enterprises in the country.{{Cite news |date=2016-12-21 |title=Government clears creation of Indian Enterprise Development Services |url=https://economictimes.indiatimes.com/news/economy/policy/government-clears-creation-of-indian-enterprise-development-services/articleshow/56098807.cms?from=mdr |access-date=2024-11-22 |work=The Economic Times |issn=0013-0389}}
