He was born in Manitoba, the son of a minister in the Disciples of Christ Church, and came to Hamilton with his family. Munro moved to Guelph just before World War I. He served with the 29th Battery during the war. After the war, Munro studied at Osgoode Hall and joined a law firm in Guelph. He was elected to the assembly in a 1931 by-election held following the death of Lincoln Goldie. Munro died in office as the result of an automobile accident in the Waterdown area, while travelling from Hamilton to Toronto.{{cite news |title=Career of promising young MPP ended in 1934 car crash |url=http://www.wellingtonadvertiser.com/index.cfm?page=colDetail&itmno=595 |last=Thorning |first=Stephen |publisher=Wellington Advertiser |accessdate=2011-06-09 |archive-url=https://web.archive.org/web/20180204001103/http://www.wellingtonadvertiser.com/index.cfm?page=colDetail&itmno=595 |archive-date=2018-02-04 |url-status=dead }} He was 37.{{Cite web|url=https://familysearch.org/pal:/MM9.1.1/JK62-KFC|title=FamilySearch.org|accessdate=25 June 2023}}
