Born in Fayetteville, North Carolina and raised in Wilmington, North Carolina, Williams earned a B.S. degree in chemistry from Wake Forest University in 1965{{cite book |title=Howler '65 |date=1965 |page=226 |publisher=Wake Forest College |location=Winston-Salem, North Carolina}} and a J.D. degree from the Wake Forest University School of Law in 1968.{{cite web |url=https://ncisahistory.org/wp-content/uploads/2017/07/1990-1992-RADM-Duvall-M.-Mac-Williams-JAGC-USN.pdf |title=RADM Duvall M. Called to active duty in 1969, he later earned an LL.M. degree from the University of London.
