Background

Khan's Pakistan Tehreek-e-Insaf contested in the 2018 Pakistani general elections and promised in his party manifesto to launch different social safety programmes consisting of 16 programmes and improve the Benazir Income Support Programme to cover a much larger portion of the population through digitization and specific targeting.{{Cite web|title=Imran Khan launches PTI manifesto for election 2018|url=https://www.thenews.com.pk/latest/339572-imran-khan-launches-pti-manifesto-for-general-election-2018|access-date=2020-12-27|website=www.thenews.com.pk|language=en}}

Objective

The Ehsaas Programme was the flagship social protection measure to lead towards a welfare state that is embodied in the Constitution of Pakistan. Its aim was to create precision safety nets, promote financial inclusion and access to digital services, support women's economic empowerment, focus on the central role of human capital formation for poverty eradication, economic growth, and sustainable development, and overcome financial barriers to accessing health and post-secondary education. Article 38(D) in the chapter Principles of Policy of the Constitution of Pakistan is about the promotion of the social and economic well-being of the people. Through Amendements to the Constitution of Pakistan, the government vowed to make food, clothing, housing, education, and medical relief as fundamental rights of the citizens and the duty of the state.{{Cite web|last=|first=|date=|title=Ehsaas Strategy|url=https://www.pass.gov.pk/Document/Downloads/Strategy_Ehsaas_for_online_consultation.pdf|url-status=live|archive-url=https://web.archive.org/web/20200327153459/http://pass.gov.pk:80/Document/Downloads/Strategy_Ehsaas_for_online_consultation.pdf |archive-date=2020-03-27 |access-date=3 January 2021|website=www.pass.gov.pk}}{{Cite web|last=Yasin|first=Aamir|date=2019-03-28|title=Imran launches ambitious scheme to reduce poverty|url=https://www.dawn.com/news/1472347|access-date=2021-01-03|website=DAWN.COM|language=en}}
