The Finnish Communications Regulatory Authority, abbreviated to FICORA ({{langx|fi|Viestintävirasto}}, {{langx|sv|Kommunikationsverket}}), was the public authority responsible for communication regulations in Finland.{{Cite web|url=https://www.viestintavirasto.fi/en/ficora/presentationandduties.html|title=Presentation and duties|date=2013-02-23|website=www.viestintavirasto.fi|language=fi|others=salmesar|access-date=2018-03-01}} FICORA regulated radio frequencies and television broadcast permits, supervised the operation of Internet service providers, and managed the .fi domain zone. FICORA acted as the national telecommunications regulatory body, representing Finland in ITU and ETSI. It was one of the standards writing bodies working with the Finnish Standards Association.{{Cite web|url=https://www.viestintavirasto.fi/ohjausjavalvonta/yhteistyo/standardointi.html|title=Standardointi luo pohjan tekniselle ohjaukselle|language=fi|accessdate=17 June 2018}} It was founded in 1988 as the State Agency for Telecommunications Administration (THK; {{langx|fi|Telehallintokeskus}}, {{langx|sv|Teleförvaltningscentralen}}) by combining the regulatory divisions of the Finnish PTT agency (fi) and that of Yleisradio (YLE) into a single agency, and adopted its name in 2001.
