It was created on September 7, 2023 from the territories of Islam-Terek Raion and Ichki Raion.{{Cite web |title=Про утворення та ліквідацію районів |publisher=Verkhovna Rada of Ukraine |url=https://zakon.rada.gov.ua/go/807-20 |access-date=2023-10-11 |website=Офіційний вебпортал парламенту України |language=uk}} The administrative center is the city of Feodosia.

Due to the ongoing Russian occupation of Crimea, the Ukrainian government only has de jure control over the peninsula, and this raion has not yet been implemented on the ground.
