Misconduct
The jail came under fire in March 2009 when allegations came forward that a sheriff's deputy enlisted an inmate to touch a sandwich with his genitalia, then fed the sandwich to a fellow inmate. The inmate consuming the sandwich was then shown a cell phone picture of the first inmate's genitalia touching the sandwich.{{cite web|url=http://www.10tv.com/live/content/local/stories/2009/03/24/story_jail.html|title=Sheriff Calls Food Tampering Allegations 'Disheartening'|publisher=10tv News|access-date=2010-04-30|archive-url=https://web.archive.org/web/20110615105708/http://www.10tv.com/live/content/local/stories/2009/03/24/story_jail.html|archive-date=2011-06-15|url-status=dead}} The deputy, Joseph Cantwell, pleaded guilty to two health code violations on September 9, 2009.{{cite web|url=http://law.gaeatimes.com/2009/09/09/ohio-ex-deputy-pleads-to-health-code-violations-in-alleged-tampering-with-inmates-sandwich-12111/|title=Ohio ex-deputy pleads to health code violations in alleged tampering with inmates sandwich|publisher=Taragana}}
In late 2017, news reports indicate jailers at the facility had repeatedly used Tasers to torture prisoners. Sergeant Mychal Turner used the device most often, including illegally on mentally-ill prisoners. He was promoted to the rank of major and command of the site.{{cite news|last1=Szep|first1=Jason|last2=Soo|first2=Linda|title=Ohio politicians call for inquiry into jail stun-gun abuses cited by Reuters|url=https://www.reuters.com/article/us-usa-taser-ohio/ohio-politicians-call-for-inquiry-into-jail-stun-gun-abuses-cited-by-reuters-idUSKBN1ED1H6|accessdate=22 December 2017|work=Reuters|date=19 December 2017}}

FCCC 2, known locally as "The Workhouse" and "Jackson Pike" has been ranked as one of the worst jails in the United States. Inmates are housed in usually overcrowded pods. Most have 19 steel bunk beds (9 doubles and one low single) but there is rarely less than 20 Inmates each.
These pods stay on 24 hour lockdown, and the mandated rec time (an hour weekly) hasn't been available to Inmates since the early 00s. The two rooms (beds, toilets, and showers; TV, steel picnic tables, and phones) have lights on 24 hours per day. Meals are served at ~ 4:30am, 10:30s, and 4:30 pm, and follow a 28 day cycle of dishes that hasn't changed in 20 years.
