Born into an eminent publishing family{{cite journal| pmc=2097354 | pmid=13856785 | volume=2 |issue = 5198| title=F. Garfield Hodder WILLIAMS | journal=Br Med J | pages=608–9 |doi=10.1136/bmj.2.5198.608-e|year = 1960}} in Bromley on 21 November 1881, he was educated at the City of London School and Barts. After this he was Principal of St Andrew's College, Gorakhpur. He was appointed an Officer of the Order of the British Empire in the 1919 New Year Honours for his services as editor of the War Journal while living in the United Provinces during the First World War.{{London Gazette |issue=31114 |supp=y |page=448|date= 8 January 1919}}
He returned to England following the war and was an Assistant Master at Rugby School.
