History
The main goals of building the Giz Galasi Dam were hydroelectric power production and irrigation. The project was developed with the agreement between the Soviet Union and Imperial Iran in October 1977. The project was completed in 1982.{{cite web |url=http://iwlearn.net/iw-projects/1375/reports/Iran_TDA_final.pdf |title=Reducing Transboundary Degradation in the Kura-Ara(k)s River Basin (updated transboundary diagnostic analysis) |date=September 2013 |location=Tbilisi, Georgia; Baku, Azerbaijan; Yerevan, Armenia}}
In 1993, the area where the dam was to be built was occupied by the Republic of Nagorno-Karabakh.
Between 28 June and 2 July 1994, during the first official visit of the President of Azerbaijan Heydar Aliyev to Iran, a memorandum on the implementation of the project was signed.{{Cite web|last1=Ordu|last2=Ordu|title=Tural Gəncəliyev: "Xudafərin" və "Qız Qalası" su qovşaqları ilə bağlı məsələ ən yüksək səviyyədə tənzimlənir |trans-title=Tural Ganjaliyev: "Khudafarin" and "Giz Galasi" the issue of water nodes is regulated at the highest level |url=https://ordu.az/az/news/164852/tural-genceliyev--xudaferin-ve-qiz-qalasi-su-qovsaqlari-ile-bagli-mesele-en-yuksek-seviyyede-tenzimlenir |access-date=2021-09-05|website=Ordu.Az|language=en}}
