Gmina Lelis is a rural gmina (administrative district) in Ostrołęka County, Masovian Voivodeship, in east-central Poland. Its seat is the village of Lelis, which lies approximately {{convert|13|km|mi|0}} north of Ostrołęka and {{convert|114|km|mi|0|abbr=on}} north of Warsaw.
The gmina covers an area of {{convert|197|km2|sqmi|1}}, and as of 2006 its total population is 8,364 (8,930 in 2011).
