Gmina Niebylec is a rural gmina (administrative district) in Strzyżów County, Subcarpathian Voivodeship, in south-eastern Poland. Its seat is the village of Niebylec, which lies approximately {{convert|10|km|mi|0}} south-east of Strzyżów and {{convert|22|km|mi|0|abbr=on}} south of the regional capital Rzeszów.
The gmina covers an area of {{convert|104.37|km2|sqmi|1}}, and as of 2006 its total population is 10,606.
