{{Main|Humanitarian Cluster System}}

Following the recommendations of an independent Humanitarian Response Review in 2005, the cluster approach was adopted in 2005 as a way of addressing gaps and strengthening the effectiveness of humanitarian response through building partnerships. The IASC clustered similar humanitarian organizations and appointed lead agencies for each. There are 11 clusters which are humanitarian coordination mechanisms of the Inter-Agency Standing Committee:{{Cite web|last1=Stoddard|first1=Abby|last2=Harmer|first2=Adele|last3=Haver|first3=Katherine|last4=Salomons|first4=Dirk|last5=Wheeler|first5=Victoria|date=November 2007|title=Cluster Approach Evaluation|url=https://www.alnap.org/system/files/content/resource/files/main/erd-3641-full.pdf|website=ALNAP}}
