Vesel was born in Gorenje (now part of Spodnje Koseze) in the Duchy of Carniola in the Habsburg monarchy (now in Slovenia) and baptized Johannes Vesseu.{{cite book |title=Taufbuch |date=1784–1802 |location=Moravče |page=155 |url=https://data.matricula-online.eu/sl/slovenia/ljubljana/moravce/01505/?pg=79 |access-date=8 March 2023}} He studied law in Graz and Vienna and worked in Trieste for most of his professional life. In his student years, he mostly wrote in German. In 1818, his sonnet {{lang|sl|Potažba}} (The Comfort) was the first sonnet ever printed in Slovene. No further works by Koseski are known until 1844, when he published his ode {{lang|sl|Slovenja Caru Ferdinandu}} (Slovenia to Emperor Ferdinand), dedicated to Emperor Ferdinand. The poem where he describes the history of the Slovene Lands since the Roman times is widely regarded as his best work. Afterwards, he continued writing and also translating poetry.{{Cite web |url=http://www.lukovica.si/kultura/koseski.asp |title=Lukovica municipal site |access-date=2008-03-03 |archive-url=https://web.archive.org/web/20071008205637/http://www.lukovica.si/kultura/koseski.asp |archive-date=2007-10-08 |url-status=dead }} Vesel was a grandfather of the Austrian-Italian mountaineer and author Julius Kugy. The word ''Slovenija''

Vesel's 1844 ode was long considered the earliest known printed use of the word {{lang|sl|Slovenija}} 'Slovenia', at the time referring to the Slovene Lands. In the early 1990s, it was found that the word was already printed in 1841 in the book {{lang|ru-Latn|Drevnie i nynešnie Slovene}} (The Ancient and Modern Slovenes) by the Russian writer Yuriy Venelin.{{cite journal |url=http://www.revijasrp.si/knrevsrp/revsrp61/jusru61/slove61.htm |title=Slovenija že od leta 1834 |language=Slovenian |trans-title=Slovenija Already from 1834 |first=Just |last=Rugelj |journal=Revija SRP |volume=12 |year=2004 |issue=61/62 |issn=1580-6499 |publisher=Zavod za založništvo na področju kulture in umetnosti [Institute for Publishing in the Fields of Culture and Art] |access-date=2015-09-27 |archive-date=2018-04-28 |archive-url=https://web.archive.org/web/20180428120843/http://www.revijasrp.si/knrevsrp/revsrp61/jusru61/slove61.htm |url-status=dead }}
